Objectives:
1. To develop and increase knowledge of the Clean Development Mechanism (CDM) by:
  · Stimulating the emergence of renewable energy (RE) and energy efficiency (EE) for potential CDM projects.
  · Developing the capacity of collaborating organizations through sharing of expertise and lessons learned.
  · Obtaining commitments from RE/EE project proponents for adopting the CDM scheme as part of their project activities.
  · Increasing awareness of CDM as an option/tool to increase the financial viability of RE/EE projects among local financial institutions.
 
The above objectives will be achieved by inviting knowledgeable speakers and also encouraging discussion among the participants, who will include representatives from national agencies (MOE, MEMR and Bappenas), Perusahaan Listrik Negara (PLN), Pertamina, an independent power producer (IPP), private sector/project developers and international/local financial institutions (including The World Bank and international banks actively involved in CDM such as ABN-AMRO).
 
2. To facilitate the development of projects, including:
  · Identifying those municipalities or private sector entities that would like to pursue projects further.
  · Providing opportunities for project developers to meet the local financial community and RE/EE equipment suppliers.
 
The above objectives will be realized by integrating information, discussion and advice on specific facilities as part of the program, including breakout discussion sessions where the major challenges and opportunities for project development are discussed.

Background
 
CDM is one of the mechanisms under the Kyoto Protocol that allows developing countries in Non-Annex I countries to sell certified emission reductions from various projects to the developed countries in Annex 1 countries.

Based on 177,525 Gg in 1994, it is projected that the CO2 emission level from the energy sector in Indonesia will reach the amount of 672,310 Gg in 2025. The main emitter in the energy sector, particularly from the power generation sub-sector, is coal power plants. Due to decreasing oil exploitation activities in the country, Indonesia has been a net oil importer for the past few years. Hence, through a revised energy policy, the government of Indonesia intends to adopt an energy mix scenario which may further increase the number of coal power plants, considering coal energy as the least-cost option. However, the policy also emphasizes the utilization of alternative sources of energy, including renewable energy, and also encourages energy efficiency measures, especially from the industrial sector.

The CDM scheme in Indonesia would play an important role in providing incentives for promoting and optimizing the utilization of the abundant RE resources as well as EE measures in Indonesia, which is a more environmentally-friendly option compared to conventional fossil fuels such as coal and oil.
 
Workshop Methodology
 
The workshop will be organized as a two-day event combining discussions and training sessions.

Discussion sessions will begin with an overview session to explain the status and prospects of CDM projects in Indonesia and worldwide as well as the workings of the CDM and the various carbon products offered. This will be followed by several sessions that will provide a basis for discussion of RE/EE project development in Indonesia. There will also be a discussion of projects which will identify the major challenges and opportunities in project development.

The training sessions will include presentation sessions that provide general and more specific background information on the technical and financial issues in CDM project development and breakout discussion groups concerning project development in Indonesia. The purpose of the breakout groups will be to identify challenges and opportunities covering three aspects of project development: technical issues, financing, and RE/EE related regulatory and contractual arrangements.

The participants will be divided into several groups. The three breakout groups will report back to the larger group after discussion. Each group will be given a topic relevant to RE/EE CDM project development. Each of the sessions will need a moderator that knows each of the issues well. A format for reporting will need to be developed ahead of time to guide the participants.

The sessions will be oriented as much as is possible to providing advice specific for the participating organizations. This will be done by undertaking background surveys to understand potential.
