Implement the demonstration project for optimal control technology for steel plants in India

-Introduce the Energy Center & promote the large-scale energy-saving-

New Energy and Industrial Technology Development Organization (NEDO)

NEDO agreed with MINISTRY OF STEEL GOVERNMENT OF INDIA (MOS), MINISTRY OF FINANCE DEPARTMENT OF ECONOMIC AFFAIRS GOVERNMENT OF INDIA (MOF/DEA) and STEEL AUTHORITY OF INDIA LIMITED (SAIL), the state-owned steel making company, to jointly implement the demonstration project for optimal control technology of Energy Center for steel plants, in order to reduce the total energy cost by improvement of energy management and operational efficiency within a steelworks, focusing on supply-demand forecasting and optimization, and signed the Memorandum of Understanding (MOU) on 28th April.

NEDO will contribute to the improvement of the energy supply-demand in the world by promotion of the large-scale energy-saving in India with the introduction of the Energy Center, Japanese superior energy-saving technology, to the Indian steel plants and the dissemination to the steel industry.

1.Summary

Indian steel industry is expected to increase crude steel production against a background of economic and population growth and become the second largest in the world in 2020. Although the steel industry is one of the energy-intensive industries, currently, the Energy consumption rate*1 of the Indian steel industry is 1.24 times higher than in Japan and the increase of energy consumption in India with growth of the Indian steel industry is a concern. The Indian government is in the direction to strengthen the domestic energy-saving regulations in anticipation of global environmental regulations and is in the situation to require the introduction of a variety of energy-saving technologies in order to realize the large-scale energy-saving. With Japan, “Japan-India Energy Dialogue” at a ministerial level and the Ministry of Economy, Trade and Industry-led “The Public and Private Collaborative Meeting between Indian and Japanese Iron and Steel Industry” were held, and measures of energy-saving have been discussed continuously.

Against such a background, NEDO agreed with MOS, MOF/DEA and SAIL, to jointly implement the demonstration project for optimal control technology of Energy Center for steel plants, and signed the MOU on 28th April.

The method of Energy Center*2 and Energy management system (EMS) which will be introduced this time is Japanese superior technology for achievement of the total optimization in the energy operation (refer to the chart). More specifically, the introduction of a “Steel EMS Solution”*3 reduce the total energy cost by improvement of energy management and operational efficiency, which are complexly intertwined within a steelworks, focusing on supply-demand forecasting and optimization, which is a basic function of an Energy Center. ISP Burnpur plant of SAIL’s integrated steelworks is selected as the demonstration site. Energy consumption, greenhouse gas emissions and energy costs are expected to be reduced respectively by about 11% per year in the project.

By the introduction and dissemination of this method to the steel industry of India, NEDO will contribute to the improvement of the energy supply-demand in the world by promotion of the large-scale energy-saving in India. Additionally, while a movement for the global energy-saving and reduction of greenhouse gas emissions will continue, it is expected that this technology will become widely used and produce the energy-saving effects, and contribute to the development of the Indian steel industry.

【Glossary】

*1 Energy consumption rate
This value indicates energy efficiency. This represents the amount of energy, such as electricity and heat (fuel), required for unit production of the product (steel). It is generally used as an index to show the energy-saving state.
*2 Energy Center
This is the equipment which promotes a comprehensive approach to energy savings, increased operational efficiency of labor saving and motive power equipment, and environmental management with the central management of various types of large quantities of energy at steel plants.
*3 Steel EMS Solution
This is software which is strengthened further at the function of “Supply and demand forecast” and “Optimization (Holder facility, oxygen facility, and power generation facility and whole plant)”, which are the most important functions.
