Invitation of Applicants for the FY2013 Innovation Commercialization Venture Support Project

New Energy and Industrial Technology Development Organization (NEDO) makes an open call under the "Innovation Commercialization Venture Support Project" which will be implemented in FY2013.
 This project will be implemented in accordance with the "Regulations for Grant of Subsidy to Industrial Technology Development Expense under a Specific Theme".
 This project will be implemented based on the government's supplementary budget for FY2013. Therefore, the particulars of the open call may be changed, or the open call may be suspended, depending on the progress of deliberations of budget-related bills or due to a change of government policy.

1. Objectives of the subsidy

1) Objectives

The "Economic Policies for Realization of a Positive Growth Cycle" (decided by the Cabinet on December 5, 2013) state that it is necessary to accelerate and enhance the implementation of economic strategies for the purpose of increasing the economic growth potential, and that as a part of these efforts, the government will support the commercialization of technologies of R&D venture companies.
 In connection with the above, a comprehensive support system for contributing to the commercialization of technical seeds will be founded as "Platform for Supporting the Creation of New R&D-based Business" at NEDO in order to facilitate the creation of R&D venture companies and new R&D-based business and will aim at developing an innovation-friendly environment.

2) Requirements for the project

 An application must satisfy the following conditions:

〔1〕 It must be a new and highly innovative commercial development which can contribute to the creation of innovation to enhance competitiveness and the realization of sustainable economic growth; and

〔2〕 There must be a concrete plan based on which commercialization will be realized within approximately three to five years after completion of the project period.
(Note) If a development is at the demonstration stage but is considered to have elements of technology development, a business operator may submit an application (if drugs have been developed and a phase I or II clinical trial is implemented, a business operator may submit an application).

3) Requirements for the subsidy-seeking business operator

If an operator is a foreign corporation (including a branch in Japan) which has no corporate status in Japan as of the date of submission of a proposal under this open call, the operator may submit a proposal on condition that they will obtain corporate status in Japan on or before a grant decision (the scheduled day: the last ten days of April, 2014)  is made immediately after the decision of acceptance of the proposal.

 The operator must satisfy one of the following conditions (a), (b) or (c):

(a) A small or medium enterprise which satisfies either the capital criteria or employee criteria specified in the Small and Medium Enterprise Basic Act and others, and is not categorized as a "constructive large enterprise".

(b) A constructive large enterprise which satisfies the following conditions:

  • The ratio of total experiment and research expenses to sales in the previous year or fiscal year exceeds 3%, or an enterprise has two or more researchers and the ratio of the number of researchers to the total of full-time officers and employees is 10% or more.
  • Commercial development is conducted based on technology for which development results have not yet been commercialized, including unutilized technology.

(c) Cooperative association as a "small or medium enterprise" which falls under any of the following:

  • A cooperative association as specified in Article 6, paragraph 1, subparagraph 3 of the Order for Enforcement of the Industrial Technology Enhancement Act (including technology research association).
  • In addition to i) above, Article 6, paragraph 1, subparagraph 3 of the Order for Enforcement of the Industrial Technology Enhancement Act must apply with modifications to the requirements of cooperative associations which are set up by special laws and those of other joint associations.

Two thirds or less

5) Project period

From the date (the scheduled day: the last ten days of April, 2014) of decision of grant until February 28, 2015

6) Subsidy amount

15 million yen to 500 million yen

7) Applicant

Only one business operator per project is allowed.

2) Deadline for submission

Noon on March 3 (Monday), 2014
 *Only applications sent by airmail or by courier will be accepted (hand-delivered applications will not be accepted).

3) Notes on application

Applications must be prepared in Japanese. However, if an applicant is a foreign corporation (including a branch in Japan) which has no corporate status in Japan as of the date of submission of a proposal under this open call, and the applicant finds it difficult to prepare an application in Japanese, the Japan External Trade Organization (JETRO) will help the applicant to translate an English application into a Japanese one. An applicant needing translation is requested to contact the following address of both JETRO and NEDO, and submit a complete set of application documents (in English) to the following address of JETRO on or before February 18 (Tuesday), 2014. After receiving the Japanese translation from JETRO, the applicant is requested to submit two complete sets of applications (one in English and the other in Japanese) to NEDO during the acceptance period. Please note that JETRO does NOT guarantee nor warrant the accuracy of the translation, and CANNOT be held liable for the preparation of the translation (including, without limitation, any misinterpretation) and any damage incurred by the applicant as a result of use of the translation.

4) Application through the research and development management system (e-Rad)

Applicants for this project are requested to submit business proposals through the research and development management system (e-Rad) and submit proposal documents (a complete set of documents submitted and the electronic file) to NEDO.

A foreign corporation (including a branch in Japan) which has no corporate status in Japan as of the date of submission of a proposal under this open call is requested to submit an application through NEDO. They must consult the contact point 2 on or before February 18 (Tuesday), 2014.
