和文要約NEDO 知的基盤研究開発事業「固定発生源からの浮遊性微粒子状物質の評価・解析法の研究開発」において、固定発生源からの排ガス中のPM2.5の3種類の分離法について、バーチャルインパクタ法が幅広い粉じん濃度範囲の計測方法として最も適していることを実証した。 そこで、ISO/TC146(大気の質)/SC1(固定発生源)で、バーチャルインパクタ法を用いたPM2.5/PM10質量濃度測定法をISO規格として新規提案(NWI 13271)を行い、2009年3月13日投票が締切られ、賛成多数でWDとして承認された。そして、2009年10月に開催されたアラブ首長国連邦ドバイ会議のTC146/SC1/WG20(PM2.5/10測定法の作業部会)会合にて、WG20のコンビナー、事務局を英国、オランダから日本に移すことが了承された。同じ構造の装置2台を用いた「不確かさ(uncertainty)」の測定、PM2.5/PM10の分離性能評価等ISO化に必要な追加実験を行いながら、CD提案を作成し、2010年9月までの投票の結果、賛成多数でCDが採択された。この結果に基づいて2010年9月にハワイにて開催されたTC146 の国際会議において、CD投票で指摘された事項を審議するとともに作成したDIS原案の審議を行い、DIS投票に付託することが了承された。この審議結果に基づいてDIS原案を作成、提出し、DIS投票が2011年3月より開始された(本投票は8月まで予定されている)。この投票開始を前に、米国、カナダ及びオーストリアの委員を訪問し、本測定法のISO化に向けた協力を要請し了解を得るとともに、北米がWG21で提案している希釈器を用いた濃度計測法についても議論し、相互に協力してISO化を促進することを確認した。
英文要約In our previous project supported by NEDO Research and Development to Promote the Creation and Utilization of an Intellectual Infrastructure, we compared three separation methods for PM2.5/PM10 mass concentration measurement from stationary sources and concluded that the virtual impactor is most useful and actual method for in-stack separation of PM2.5/PM10 from stationary sources. Based on this, we proposed ISO new work item (NWI 13271) to ISO/TC146/SC1/WG20 and in the ballot (December 13, 2008 to March 13, 2009), this NWI was accepted by a majority and WD 13271 preparation was started. In FY2009, supplementary measurements for “uncertainty data” and impactor separation efficiency were performed for ISO draft preparation. WD 13271 was discussed in ISO/TC146/SC1/WG20 meeting at Dubai (United Arab Emirates) in October 2009. The convener and secretariat of this WG moved from UK and Netherlands to Japan. The WD 13271 was revised to present the draft CD 13271 for ballot in accordance with the comments from P-member in the Dubai meeting and from members in a domestic committee organized by this NEDO project through two meetings. In the ballot (March, 2009 to July, 2009), this CD 13271 was accepted by a majority. After the discussion in ISO/TC146/SC1/WG20 meeting at Hawaii (September 19-25 2010), the ballot of DIS 13271 started from March 2011, and will finish in August 2011. Before this ballot, two Japanese committee members visited USA, Canada and Austria member in March 2011. All foreign members agreed to develop DIS 13271, and discussed mass concentration measurement method using a dilutor in WG21.
For the uncertainty of impactors, the paired measurements were carried out by using two virtual impactors in stacks of a commercial heavy oil/natural gas co-fired plant in Japan and a coal combustion plant in China. Based on these measurement results, the uncertainty of measured PM2.5 mass concentration was acceptable for ISO. Since the development of an automatic flow rate monitoring and control system for three gas suction lines of a virtual impactor was requested by some committee members in performing actual measurements, a new gas flow rate recording system with electronic gas flow meters was composed.
Furthermore, since Japanese environmental quality standards for PM2.5 came into effect in September 2009, the attention to standard measurement methods for PM2.5 from stationary sources increased in many industry and community. A committee for the preparation of JIS (Japanese Industrial Standard) was also organized and the draft of JIS based on DIS 13271 was prepared and accepted by members through three meetings during FY2010. This draft will be submitted for JIS on FY2011.
