英文要約Title: Project to Promote Strategic International Standardization; Research for Promoting International Standardization on the Technology of Wide Area Situational Awareness (WASA) for Trunk Power System (FY2010-FY2011)FY2010 Annual Report
There have been some developments of new devices for monitoring power system conditions; especially PMU (Phasor Measurement Unit) might be the most promising device to innovate power system monitoring. In addition, the technologies of communication network have been renovating for obtaining high speed and high security. These new technologies might lead the implementation of WASA (Wide Area Situational Awareness) as keeping up with worldwide power system engineers' expectations. In Japan, some technologies of the wide area control systems categorized as a function of WASA have been already implemented to contribute for maintaining power system security. For sustainable innovations in technical region of power system control in Japan, the strategy how to extend our presence in the table of international standard discussions is very important. However, the wide area control systems in Japan have been implemented using original communication network architecture, so that almost all technologies applied to them are not implemented in relation to the international standards, which are being actively discussed recently. The target of this research project is to establish some recommendations for strategy to bolster the global competitiveness of Japan in the technical region of WASA considered with movements of international standards. In the 2010FY, the research task is composed of following topics: (1) Submission a proposal of some use cases of wide area control systems implemented in Japan: The research team has utilized the discussion table of IEC TC57 WG10 and IEEE PSRC to submit some use cases about the practical wide area control systems in Japan into IEC61850-90-5, which is currently revised at a rapid rate. This proposal may be contain the international standard. (2) Analysis of status of international standards with ties to WASA: The research team has researched and analyzed more than 30 international standards, for instance IEC61850 and IEC61970. (3) Research for making for implementing the current internal standards: It has confirmed that enhancing the presence of Japanese technologies is necessary to propose ones to the international standards. The research team mentions that a development of demonstration system based on some practical wide area control systems in Japan is useful for this purpose. In addition, the research team should visualize this fruit to the engineers in the world. For the next phase, the project team has a plan to pursue the following tasks.: (1)Development of a demonstration system for promoting the presence of Japanese technologies. (2)Activate a promotion for acceding any conveners of WG of IEC and/or IEEE based on actual performance of the demonstration system. (3)Invite some key persons of any WGs of IEC and/or IEEE to argue advantages of Japanese technologies on the wide area control systems.
