(1)実証事業の内容
本事業では、急速なモータリゼーションを迎える中国北京市を対象に、年々悪化する交通渋滞・エネルギー・環境問題を改善するために、北京市交通委員会と連携し、ドライバーに動的経路誘導(DRGS)とエコ運転支援(EMS)の情報を伝えるためのサービス提供システムとその効果検証システムを導入する。さらに技術を普及させていくため、社会効果の公開や標準化など、社会制度の仕組み作りを行う。媒体としては、車載機・スマートフォンを活用して幅広い利用者を取り込むことで、革新的に省エネルギー化を図る。

(2)設備の概要
1.交通情報センターへDRGS とEMS から構成されるサービス提供システムと、その
社会的効果の検証システムを導入する。
・DRGS(動的経路誘導)は、サービス提供システムよりリアルタイム交通情報をテレマティクス(携帯電話を使った通信)で車載器などへ配信する。車載器は、高精度の交通情報を受け取り、最速ルートを表示し、経路をドライバーへ案内する。
・EMS(エコ運転支援)は、自分がどの程度の燃費で運転しているかを認識すること
で、エコ運転を促す。エコ運転するためのアドバイスを行い、他者とのランキング比較をすることにより、継続的なエコ運転をサポートする。
2.検証のため特定地区において普及率10%相当の車載器(主にPND)を使用
・交通分散効果の実証、シミュレーションの精度検証およびDRGS/EMS 利用効果の原

With the aim of addressing traffic congestion as well as energy and environment related issues, which are increasing every year in the city of Beijing in China, a service system consisting of dynamic route guidance system (DRGS), eco-management system (EMS) together with a verification system to evaluate the effectiveness of the service system will be introduced under this project to promote energy saving and the reduction of CO2 and to demonstrate the effectiveness of these systems. Moreover, the activities for promoting these technologies in China by means of demonstrations and promotion activities will be carried out with the project. In fiscal 2011:
(2) As a design-related undertaking, detail design of the Verification System, the Verification Publication System and in-vehicle devices. In addition, defining development requirements and basic/detail design for smart phones were carried out, and effect estimation model and simulation in Wangjing district were established.
(3) As an undertaking related to the manufacture and transportation of equipment, software development was carried out for service system, verification system and verification publication system. Related equipments were procured for service system and verification system, and software for in-vehicle devices were developed and produced.
As for service system, verification system and verification publication system, the operational manual was prepared.
(4) As an undertaking related to installation and trial testing, each system was installed at data center and operated as a trial through various tests.
(5) As a demonstration-related undertaking, monitor recruiting, installation of in-vehicle device and questionnaire survey (SP survey) were conducted, and verification plan and traffic analysis plan that contribute to determining the effect verification method were drawn up. In addition, the facility demonstration was started.
(6) As an undertaking related to promotion activities, government’s official website was launched to enhance the visibility of this project. Public relations activity was widely conducted in many fields.
(7) As a report-related undertaking, a report including the project works implemented in 2011 were drawn up.
