1 事業概要

英文要約1. Outline of the project
  The purpose of this project is to conduct, in an emerging area in the United Arab Emirates (UAE), a demonstration experiment of a social system in which sewage is collected in a tank lorry and treated using a unit-type membrane bioreactor (MBR) and a reverse osmosis (RO) membrane, and the produced water is supplied to nearby factories and other places as industrial water, irrigation water, etc. By performing the demonstration operation of this plant, a business model will be established, and expertise in water treatment business operation will be gained.
  The specific objectives of the project are: [1] Reducing energy consumption by 30% compared with the values by currently adopted treatment method, [2] verifying the economy (business possibility) of the dispersed water circulation project, and [3] establishing a risk management method (a) and water quality control method of the produced water (b). Based on the results obtained, similar water recycling projects will be pursued in emerging areas overseas with inadequate sewerage infrastructure. This project is also a first step to make a full-scale entry to the maintenance and management business involving large-scale water treatment plants. 
2. Details of the performance for 2011
2.1 Overview of sewage collection and produced water supply
  Because of the delay in the entry to the industrial complex since the world economic crisis that occurred in 2009, the rate of sewage collection has been as low as 500~600m3/d. Similarly, product water demand has been remaining less than 400m3/d as a whole, and it is necessary to raise the demand level.
  On the other hand, construction of social infrastructures in the industrial complex is the most important issue for RAKIA, and RAKIA is constructing a vacuum sewage collection network. Burial of main lines has already progressed to about 80%, and construction of two vacuum stations and burial of branch lines are in progress with completion at the end of 2012 set as the goal.
2.2 Preliminary evaluation of feasibility
The fact that the sewage collection rate has been on a low level leads to sluggishness of the sewage treatment unit price. Also on the product water, selling unit price was cheaper. It is therefore anticipated that a minus figure will occur per year. Discussions for improvement of feasibility are in progress and deliberation with RAKIA for effective use of the NEDO Plant is continued because of this reason. It is targeted that a draft policy will be indicated in May 2012.
O&M costs in the current state based on various improvements implemented through demonstration running is considered. As a result, reduction of the waste disposal costs achieved by sludge drying makes a large contribution. It is scheduled to further reduce O&M costs by power reduction to be accomplished by blower control to be executed in 2012.  
3.Multiplied effect of NEDO project
  The NEDO Plant is also used as a hub for transmission of Japanese water treatment technologies, and key figures of Middle East nations including UAE were invited to the NEDO Plant. Orders for construction of membrane separation bioreactor sludge process in Turkey, Azarbaijan, Iraq, Oman and so forth were placed by as a result of these efforts.
