1 水素インフラ実証研究

(1) Hydrogen infrastructure experimental study
Mobile hydrogen station that was operated under JHFC project until the last financial, was installed at Kofu Plant of Iwatani Industrial Gases Corp., and operation was started from October 25.
As per the earlier plan, operation was scheduled to start in August when FCV was implemented in Yamanashi Prefecture; however, application for taking permission for changing high pressure gas got significantly delayed because hose was outdated. Moreover, as the movement of facilities required initial inspection etc, it also contributed to the aforementioned delay. FCV implementation in Yamanashi Prefecture started from August as planned initially, and during this period, another mobile hydrogen station was used for filling.
Table 1 shows the operation data from August. From November onwards, in collaboration with widespread coverage area of HySUT, apart from Yamanashi Prefecture, we also filled fuel-cell powered cars of Toyota and Nissan running in the surrounding regions. Moreover, we also started loaning FCV to general users of Yamanashi Prefecture from January, and we also providing hydrogen filling during the loan period.
(2) Expressway SA station experiment
For conducting experiment at Futaba SA, negotiations are underway with Fire Safety and Disaster Prevention Department of Yamanashi Prefecture and Central Nippon Expressway Company Limited. As per the initial plan, experiment was scheduled to start from the second half of this year; however, since the aforementioned station was shifted in the end of October, plan is getting delayed.
In the negotiations with Fire Safety and Disaster Prevention Department of Yamanashi Prefecture, from the point of safety of places where a large indefinite number of people get together, application of Article 7-3 of general rules is demanded. Since facilities need to be revamped accordingly, experiment is scheduled to start from the next financial year. Table 2 shows the steps to be taken for applying Article 7-3 of general rules.
(3) Local hydrogen infrastructure implementation study
For creating the infrastructure implementation model for Yamanashi Prefecture, local community data such as population of each city, town, and village, inhabitable land area, number of vehicles owned etc. was gathered. Moreover, mapping software is procedure and trial production of station maps is also underway. The following two points came to light as a result of study.
{1} The number of vehicles owned per unit of inhabitable area exceeded profitable line of business for other regions of 567 vehicles / km2 for the four cities of Fuji Yoshida, Kofu, Showa, and Kai. However, the number of vehicles owned didn’t exceed 100,000 vehicles for any single city or town, and therefore it is necessary to consider installation for a combination of neighboring cities, towns, and villages (for example, Kofu and Showa, Kofu and Kai).
{2} In case the number of vehicles owned does not exceed 100,000 vehicles for any single city or town, or combination of neighboring cities, towns, and villages, it is necessary to decide when to install the station or not considering the profitability of station according to market size for the area in question.
(4) Investigative study concerning social acceptance of hydrogen infrastructure and FCV
In order to survey the social acceptance of hydrogen infrastructure and FCV, general users (residents of Yamanashi Prefecture) were requested to act as monitors, and questionnaire based survey was administered about use of FCV. Equipment was loaned to each of the general users for three days in January, February, and March respectively. As a result of questionnaire survey, it came to light that low noise and operability of FCV was evaluated very highly, and users desired reduction in the price of vehicles and hydrogen.
