本事業では、インドのモネット・イスパット・エネルギー株式会社(Monnet Ispat & EnergyLTD)のUTKL B2 炭鉱にて採掘された原炭(灰分40?50%程度)を受け入れ、精炭(灰分34%以下の石炭)と残渣(主に灰分)に分離する「高効率簡易選炭システム」を導入し、我が国で実績のある選炭技術(「可変波形型ジグ技術」及び「自動ボタ抜き制御技術」)のインド炭への有効性を実証する。
英文要約1. Contents and results of the Model Project: This Model Project introduces highly efficient coal preparation technology from Japan to the Indian coal industry. Coal preparation technology (ash separation) is demonstrated in order to provide a stable supply of coal with consistent quality at a relatively low cost. Also, through this Model Project efforts are made to disseminate the technology in India in order to improve the efficiency of coal supplies and to mitigate its negative environmental impact. In this Model Project, the raw coal (ash content 40-50%) produced in UTKAL B2 coalmine that Monnet Ispat & Energy LTD in India owns is divided into clean coal (ash content 34% or less) and waste (mainly ash) at high efficiency. In order to get the high separation efficiency, the Vari-Wave JIG technology and the Auto Reject Control technology are introduced, and this Model Project will prove the validity of both technologies. Monnet Ispat began leveling the construction site in fiscal year 2010. However, the land issue of the construction site happened in January 2010 and the leveling was interrupted. The land issue was settled in September, and the leveling was restarted and completed. However, because the construction site had been specified for the Critical Polluted Area by Ministry of Environment & forest, the construction of the coal preparation plant was interrupted again. Specification of the Critical Polluted Area was canceled at the end of March 2011. However, since obtaining the Environment Clearance was ordered by Ministry of Environment & forest, the construction work could not be started till the end of the fiscal year. In the 2011 fiscal year, in order to obtain the Environment Clearance, the environmental data for three months were measured and submitted to the Ministry of Environment & forest in June 2011.The Environment Clearance was obtained through the governmental examination in September 2011. Although this Environment Clearance was attached and Consent to Establish was applied for construction permission of the coal preparation plant to the state government, paperwork was overdue and Consent to Establish was published at the end of February 2012, five months after. For this reason, the great portion of carried-out items that were due to be completed in the 2011 fiscal year became incomplete. The carried-out items in the 2011 fiscal year are as follows. (1) Transportation of Japan and third country products; The equipments produced in Japan and the third country were transported to the Kolkata port. (2) The equipments produced in India were transported to the construction site (Angul). 2. Results: (1) Publishing and lecture: The following contribution was performed in order to publicize this Model Project. * International Seminar on “ Coal as Dominant Fuel for Power Plants - Issues & Challenges”. * Mini seminar at Central Electricity Authority. * Clean Coal for Earth, CCT Training in Japan. 3. Other special notes: The name of Vari-Wave JIG spreads to India as a result of announcing to public, and the following inquiries have come and the technology of Vari-Wave JIG was introduced by the India government. * Rajrappa Coal Preparation Plant (CIL). * Vedanta Resources. * Vari-Wave JIG was introduced in the 12th five-year plan as new coal preparation technology.
