実証プラントの設計及び建設
平成23 年度は、22 年度から引き続き実証プラントの機械・電気設備の建設工事を実施した。
プラント配管工事、動力制御用パネルおよび計装機器類の据付工事、配線工事を5 月中旬までに完了し、その後MF 膜ろ過、活性炭、イオン交換樹脂、UV 等の各ユニット、ポンプ類、計装機器類の単独運転、弁類動作確認、計装ループ試験等の単体動作確認を実施し、5 月末に実証プラントの姿完成に至った。

1. Design and Construction : Installation and construction of pipe for plant, instrumentation and control panel system, wiring and pipe to rising main were done. On 15th September, all construction work with mechanical performance, valve movement and instrumental loop test of each facility including but not limited to microfiltration unit, activated carbon, ion exchanger, ultraviolet unit was done as well.
2. Commissioning : Continuous operation check work was done on January. After collection tank (800kl) and distribution tank (100kl) were filled up by potable water from rising main, operation check of whole plant based upon operational plan was done by circulating such water into treatment plant with adjusting instrumental meters (level gauge and flow meter, etc.) and water quality analysis equipment (turbidity meter and pH meter, etc.).
3. Demonstration research : Due to delaying the construction of collection pipe and stromwater harvesting plant covered by Australian Federal Governmental subsidy, demonstration with roof rainwater was not able to be executed. Alternatively, artificial roof rainwater was produced by adding bacteria to dechlorinated potable water to evaluate the performance of the constructed plant. As a result of such test, microfiltration unit removed E-coli and yeast completely. Part of MS2 coliphage was not removed by microfiltration unit but disinfected by ultraviolet unit almost all and fully disinfected after chlorine injection. Expert panel composed by both Australian and Japanese experts were held to report methodology (on September) and result (on March) of the test. Trial calculation to know quantity of water was done based on size of roof area, capacity of collection tank, daily rainfall data from 2000 to 2011. The result shows 92ML is supposed as collective roof rainwater per year and 44ML is supposed to be treated per year (or 120KL per day). Also, trial calculation of operational cost (whole system including collection system) was done and A$3.56 was supposed to produce 1KL treated water.
4. Deliberation of water supply business plan : Risk workshop composed of including but not limited to state governmental organization, research organization and existing water supplier (Queensland Urban Utilities) was done on October. The workshop focused on setting risk level of each hazardous event by frequency and influence based upon Hazard Analysis and Critical Control Point (HACCP) method. Method to control and moderate high risk hazardous event was also discussed and summarized.
