1. 研究開発の内容及び成果等
(1) CNG スタンド併設時の設備間距離に関する検討
CNG スタンドに水素ステーションを併設しやすくするため、両者の設備間距離について必要に応じてシミュレーション等を活用し、安全性および事故時の対応を検討して技術基準の検討案を作成する。平成23 年度の成果および次年度以降の検討項目を以下に示す。
1.現行の基準におけるCNG スタンドおよび水素ステーション関連距離規定や、CNG
および水素ガスの物性について現状整理を行った。
2.検討するべき項目の抽出と影響明確化について、隣接他設備への災害波及防止措置や異なるガス種の消火方法の相違についてまとめた。
3.CNG スタンドにおける事故の分析および水素ステーションにおける事故の分析を行い、CNG スタンドにおけるリスク評価と水素ステーションにおけるリスク評価についてまとめた。
4.モデルとなるレイアウトを作成し、解析対象内の拡散・燃焼挙動についてシミュレーションを行った。
5.平成24 年度は拡散シミュレーションにおける輻射熱等による設備への影響等、併設する際の安全対策項目の検討・整理をより深く行うとともに、設備間距離規定に代わる対応策を踏まえたリスク検討・評価等を行ってリスク評価全体のまとめを行い、これらの結果に基づいた対応策を踏まえた技術基準の検討案を作成する。

A new technical standard needs reexamination of a related statute etc., and to be decided for the spread of hydrogen stations. So, by this research and development, research and development of ten themes are tackled and the main results obtained at the current fiscal year are described below. (1)The study of safety distance between a CNG refueling dispenser and a hydrogen refueling dispensers (’12,’13 FY):Present problems and influence of setting both dispensers were studied, moreover simulation of gas diffusion and risk assessment were studied.(2)The study of inspecting standards of hydrogen stations(’12 FY):The revision draft of technical standard for inspection of hydrogen stations including non destructive inspection was prepared.(3)The study of pressure relief devices(PRD)of composite containers for hydrogen transportation.(’12 FY):The revision draft of the technical standard of attachments for PRD was prepared especially regarding to glass bulb type PRD.(4)The study of gas stations with hydrogen refueling dispensers.(’12 FY):The report about safety installing of gasoline stations with hydrogen dispensers was proposed to the Fire Defense Agency.(5)The study of safety distance between public roads and hydrogen refueling dispensers(’12,’13 FY): The technical standard for shortening by installing walls was prepared.(6)The study of self-service refueling systems at hydrogen stations(’12,’13 FY):The refueling procedures at self-service hydrogen stations were clarified, then, necessary equipments, methods and specification of those were studied.(7)The study of the criteria of dangerous zone around hydrogen refueling dispensers.(’12 FY):The criteria standard of dangerous zone was prepared with calculation procedures.(8)The study of hydrogen refueling on public roads in the case of hydrogen lack of fuel cell vehicles. (’12,’13 FY):In reference to refueling for gasoline lack vehicles on highways, methods and equipments for safety refueling of hydrogen at SA,PA,IC of highways were studied.(9)The study of hydrogen refueling over nominal working pressure at hydrogen stations.(’12,’13 FY):In the case of hydrogen refueled over nominal working pressure, the specification and configuration of equipments at hydrogen stations were studied and the technical standards were considered.(10)The study for increment of hydrogen amount possessed at hydrogen stations.(’12,’13 FY):The composite container trailer of 35MPa hydrogen was manufactured. On the other hand, for residents around the hydrogen station, the explanatory materials about hydrogen stations were prepared.
