平成22年度?平成24年度に実施する研究開発項目は以下の通りである。本中間年報では、そのうち平成23年度に実施した内容について報告する。

1) Development of Offshore Wind Turbine Generator :
Baldes and a tower, which started manufacturing in the fiscal year 2011, completed manufacturing. A nacelle and a hub were fabricated from the components and parts prepared in the fiscal year 2011, and they were assembled to one component i.e. nacelle with hub. After that, the nacelle with hub were made several trial test and operation in the fabrication shop such as pitch and yaw movement, nacelle air leakage test, heating test of heaters for dew condensation prevention and tests for special measurement and camera monitoring.
2) Research and development of the foundation :
A hydraulic model test using the waveform of the tsunami caused by the 2011 off the Pacific coast of Tohoku Earthquake investigated the stability of the foundation against tsunami wave force. The model test showed that the foundation was enough stable for the tsunami of the maximum height.
3) Advancement of dynamic analysis model and verification by measurements :
ii) Improvement of dynamic response analysis model :
A three dimensional wind field generation method based on the Auto-Regressive (AR) model is proposed, which can consider three components of the wind field and is linked to the measured time-series of wind speed at the nacelle. By using the proposed method, the correlation between the measured and the predicted tower base moment was improved.
An equivalent model of movable parts was introduced to describe the difference of damping ratio between in the fore-and-aft and side-by-side direction, and parameters of the proposed equivalent model are estimated. By using the proposed method, different damping ratios can be simulated and the amplitude of the power spectrum of measured and predicted base moments showed good agreement for the 1st mode. Based on this idea, the improvement of dynamic response analysis model will be performed for idling and operating conditions.
4) Construction of tower and foundation :
The construction site of the foundation was moved to the Port of Higashi-Harima, Hyogo prefecture due to the earthquake. The foundation was constructed not on the floating dock but on the wharf to reduce the cost, and the construction of the foundation body was almost completed.
5) Construction of Submarine Cable, Power System Interconnection and Transformation :
In 2010, detailed design of the electric equipments such as submarine cable and land's power system that transmits the electric power was executed.
In 2011,Part of the cable was manufactured.And the foundation of land's power system has been completed.
