平成21年度?平成24年度に実施する研究開発項目は以下の通りである。本中間年報では、そのうち平成23年度に実施した内容について報告する。

1) Measurement of meteorological and oceanographic quantity :
The on-site observation of waves and currents has been continued from January 2010. The following contents were investigated: the characteristics of continuity of calm days, the influence of the observation term on the significant wave height, and the relationship between the maximum wave height and the significant wave height.
The waveform of tsunami by the 2011 off the Pacific coast of Tohoku Earthquake was clearly observed. A current over 4 m/s and the breaking bore of 6m height was observed on the site, which was reproduced by the numerical simulation and the hydraulic model test.
The data collection and distribution software was designed and developed. The maintenance of the Doppler Lidar for both hardware and software was carried out.
2) The verification and the Improvement of numerical simulations :

3) Design and construction of the observation tower :
Though the construction of the observation tower was interrupted by the 2011 off the Pacific coast of Tohoku Earthquake, it was restarted in Oyama city, Tochigi prefecture. The mock-up test of the observation boom was carried out to change the design of the boom appropriately.
The construction site of the foundation was moved to the Port of Higashi-Harima, Hyogo prefecture. The foundation was constructed not on the floating dock but on the wharf to reduce the cost, and the construction of the foundation body was almost completed.
4) Detailed research of the impact on environment :
Detailed research of the impact on environment has been carried focusing on the effect on not only the wildlife such as marine life , which are the important wildlife in the region. In 2010, the current environmental condition before the structure was set up was researched.The resarch data has been analyzed, in 2011.
