英文要約Title: Fiscal Year 2012 Intermediate Report: R&D on natural energy technologies such as wind power/R&D on marine energy technologies/verification studies on marine energy power generation systems (foundation type Tidal Turbine Generator-TTG) (2011-2013)

Measurements of tidal flow velocity and wave height were performed in spring and summer in the waters of Tarama Island, which has been selected as a candidate demonstration site in FY2011. For the tidal flow, velocity prediction obtained through a harmonic analysis was compared with measured results. After a biota study, which was performed to understand biological impacts, no species designated as a protected species has been observed. Also, effectiveness of FRP antifouling paint was verified through a study of ocean growth.
On the other hand, as a result of an on-site investigation on Tarama Island regarding power distribution route to connect tidal turbines, it was found that consolidation of distribution systems is possible since the shoreline is flat and a high-voltage distribution line is in place.
In order to verify the legitimacy of foundation type TTG systems, a wet-mate connection device (full scale), which will be used to connect/disconnect a TTG device and a subsea cable leading to the land, was produced and tested on the ground. As a result, it was confirmed that the connectors can be joined without any problem, leakage of electric current would not occur, and optical fiber communication works properly. A full-scale FRP turbine blade was produced and, after subjecting it to a strength test, it was confirmed that it has a sufficient strength against loadings expected underwater. Also, upon performing a continuous operation test under the rated output condition for a full-scale drivetrain prototype, it was confirmed that the target value for aggregate efficiency can be reached and the drivetrain possesses an adequate durability.
Operational cost for the on-site demonstration was estimated based on the turbine design and other facility plans, such as the fundamental plan for site construction, to assess the feasibility. In addition, a verification test plan including the organization and a timetable was developed after carrying out various studies regarding transportation, installation/construction, laying of subsea cables, operation & maintenance, and withdrawal. In terms of business operability, an income/expenditure budget was prepared and a comparison of IRR (internal rate of return) and the developer’s WACC (weighted average of cost of capital) were compared but recovery of initial capital investment was improbable and economic feasibility was not observed at the typical flow speed in the waters of Tarama Island. In order to achieve the target power cost of 40 yen/kWh, further verification in tidal flows of higher velocity should be performed to reduce the cost and improve the efficiency of power generation.
