<環境調査の課題に対する追加調査>
平成23年度に整理した環境調査に関する課題対応として、下記の各種調査を実施した。調査は洋上風況観測システム及び洋上風力発電システム設置前及び工事中(海産哺乳類のみ)段階で実施した。その結果、各調査手法により生物の生息状況等を把握するとともに、水の濁りによる水中ビデオカメラの限界等の課題を確認した
○漁具による採捕調査ができない海域での計量魚群探知機・水中ビデオカメラによる底魚類の定量調査
○日周行動により把握が困難な海産哺乳類の受動的音響探知機調査
○洋上風車基礎部への魚類蝟集効果を把握するためのマルチビームソナー・水中ビデオカメラによる魚礁効果把握調査
○海鳥と浮魚類の関連性把握調査
<環境影響評価に関する整理>
環境影響評価法の運用に向けて検討された風力発電施設の参照項目をベースに、海外の洋上ウインドファーム事例における調査項目・調査方法・予測評価方法等を整理した。
また、日本版の環境影響評価手法の参考資料として銚子沖及び北九州市沖の実証研究における事前・工事中の環境調査データを収集・整理するとともに、漁業生物への影響評価手法として、銚子沖におけるヒラメ類の複数年度の漁獲量統計データを収集し、事前及び工事中のデータを比較した。
さらに、大規模な洋上風力発電施設を展開するにあたり、我が国における自然・社会条件とそれらの課題点の整理を行った。

1. Introduction
The research objective was to conduct preliminary study for the development of environmental impact assessment method for future installation of offshore wind farms. Further, to organize The Technical Research Development Committee on Offshore Wind Farms, and perform examination, the evaluation of Demonstration research of offshore wind measurement system and Demonstration research of offshore wind energy system.

2. Research Outcome
The outcome of the research and development in FY2012 is as follows.
(1) Development of Environmental Impact Assessment Method
(i)The additional field survey for the problem of environmental research
As solutions of problems about the environmental research in 2011, following various investigations were carried out. As a result, we grasped the situation of the creatures by each specific investigation and recognized the issues to the limits of the each method such as underwater video camera survey from the turbidity of the water. The methods conducted are:
・Quantity investigations of the bottom fish by fish-finder or underwater video camera in areas where capture survey can not be done by fishing implements
・The passive sound detector investigation into marine mammals having difficulty in finding because of daily behavior
・The investigation of fish collecting effect by multi-beam sonar and the water video camera to grasp the collection of fish
・Investigation of relationship between seabird and pelagic fish

 (ii)Organization of the methodology of environmental assessment
The investigation item, the method, prediction and evaluation method for the overseas offshore wind farm considered for the use of the environmental assessment method were compiled.
Furthermore, we arranged the baseline data and under construction data on demonstration offshore research site off the Choshi city and the Kitakyuushuu-shi city as reference materials of environmental assessment method to be applied in Japan.

2 Demonstration research of offshore wind measurement system
We held The Technical Research Development Committee on Offshore Wind Farms twice during this fiscal year to obtain directions and advices to this research by committee members. (1st September 13, 2012, 2nd January. 29 2013)
In addition, the local inspection of offshore wind observation system installed off Choshi (January 30, 2013) was held.
The directions and advices to this research, methods, and examination results of each demonstration research were obtained by committee members.
