英文要約Title: Project to Promote Strategic International Standardization; Research for Promoting In-ternational Standardization on the Technology of Wide Area Situational Awareness (WASA) for Trunk Power System

There have been some developments of new devices for monitoring power system conditions; especially PMU (Phasor Measurement Unit) might be the most promising device to innovate the power system monitoring. In addition, the cost has gone down of implementation of technologies such as synchrophasor measurements, data concentrators, and high-speed communication channels with guaranteed bandwidth. These technological innovations might lead the implementation of WASA (Wide Area Situational Awareness) as keeping up with worldwide power system engineers' expectations.
In Japan, some technologies of the wide area control systems categorized as functions of WASA have been already implemented to contribute for maintaining power system security. For sustainable innovations in technical region of power system control in Japan, the strategy how to extend Japanese presence at the table of international standard discussions is very important. However, the wide area control systems in Japan have been implemented using original communication network architecture, so that almost all technologies applied to them are not compliant with the international standards, which are being actively discussed recently.
The target of this research project is to establish some recommendations for strategy to bolster the global competitiveness of Japan in the technical region of WASA considered with movements of international standards.

In the 2011FY, the research tasks are following.
(1) Submit following proposals to each organization
a) Propose the expansion/improvement of four standards (IEC/TR 61850-90-4, IEC/TR 61850-90-5, IEC/TS 62351-9, IEEE C37.244)
b) Propose a new work item to TC57 WG10 (IEC/TR 61850-90-12)
(2) Propose a new architecture of WASA leveraged some experiences of Japan
The experiences of Japan related to WASA are a response base architecture at remote terminal unit (RTU). Implementation of this architecture is the strength of Japanese technologies. In the research at the project team, adding a higher layer, which is implemented at the central equipment (CE) of WASA and calculate any settlement values for RTU, is proposed. The applications at the CE should utilize model-based analysis algorithm. In addition, some candidates of configuration of wide area communication network are discussed.
(3) Develop the demonstration system of WASA
To demonstrate the usefulness of the proposed architecture, the project team has developed a proto-type WASA system. This demonstration system can be utilized to promote the advantage of the proposed WASA system at some international exhibitions. Effort of the promotion might be useful for enhancing the presence of Japanese WASA technology. In addition, this demonstration system can be expected to improve the presence of Japanese technologies on the internal standards.
