1. Outline of Russia
Russia is one of the biggest country in terms of natural resources, for both of reserves and productions. Primary energy production in 2011 was 1.3 billion tone of equivalent oil (TOE), domestic consumption was 686 million TOE, export was 600 million TOE.
Although the reserves of water hydro / solar / wind / geothermal energy are huge, the utilization is small because of the low incentives for the development due to abundant fossil fuels.
“Energy Strategy“ was drawn up in 2009 which positioned energy saving in one of the focused fields. Further, Energy Saving Act which described the frame of energy efficiency, energy activities, support and penalties was executed.The strategy describes the target for Russian economic development. There were numerical targets for primary energy production, domestic consumption and export. At the same time, by enhancing energy saving, it tries to realize the increase of export while meeting the domestic demand increase due to economic recovery.
The federal government has very high interest in energy because of its contribution to Russian rapid economic growth and to the international position.The federal government also raises the key policy to develop eastern Siberia and Far East in order to expand the economic development from European region to Eastern region, hence to enter the market of Asia Pacific region which shows high economic growth.
2. Outline of water hydro power
Based upon the reform in electric power field, RusHydro for federal water hydro power was established. Most of water hydro power was united into Rushydro, which owns 15 power stations.
There are 13 water hydro power stations which have more than 1000MW of rated power, amongst 6 have more than 2、000MW.
Russian / European region has 46.8% of share, Siberia region has 21.7% and Far East region has 3.8% respectively. At the moment 7 power stations are under construction in Far East, Siberia and Southern region.
According to the economical potential water power has 852,000GHh/year. In addition, the current capacity is 49,700MW, capacity under construction is 7,000MW and capacity under planning is 60,000MW.
Further, the undeveloped water hydro power capacity in Siberia rivers are 86,700MW.
