1. Development of low cost floating unit for observation on wind profile
Conventional pontoons are employed as the floating unit because they are available in many ports and economical in marine construction. As the floating unit is required to install a doppler lidar for the wind profile observation, four pontoons are connected together to minimize the dynamic motion due to waves and to increase both serviceability and safety. The floating unit was fabricated and moored temporarily at the inner calm water of the Noshiro port in Akita prefecture. Together with the application of the occupancy of water to the local authorities, the development for following items was conducted.
 Method to measure wave condition and dynamic motion of floating unit
 Arrangement of light buoy
 Method to install doppler lidar on board
 Mooring system of floating unit in restricted water

2. Development of wind profile observation system and complementary method for missing data
The wind profile observation system involves not only the doppler lidar on the floating unit but also the tower installed on the breakwater close to the floating unit. The type of the doppler lidar has been determined with due consideration to the following requirements.
Wind profiling over 250m height
Data acquisition system on free floating unit with motion compensation
Remote operation and data transfer system
The power for the doppler lidar will be supplied from the direct methanol fuel cell.
Complete annual wind profile will be obtained by the numerical simulation with meteorological models to impute missing data. Towards the above simulation the study on the analysis domain and resolution of meteorological model and the effect of relative roughness of sea surface on the wind profile due to the wave action has been conducted in this year.
