R&D Item (I): Enhanced wind power forecast and control technology
I-(1) Development of monitoring system for wind power and weather:
Development of new monitoring system for ramp forecasting has been started. Locations and monitoring items relating to wind power and weather were selected, and data collection for wide-area meteorological monitoring in eastern Japan has been commenced.
I-(2) Development of ramp forecasting technology:
Benchmark test was conducted issues of existing wind power forecast model have been summarized. With past wind power data and meteorological data, weather location where ramp phenomena occur has been categorized, as well as analysis for causes of occurrence, scale, strength and frequency for the ramp phenomena.
Also, basic study for improvement of wind power generator output control technology using wind information in front of generators, and for development of wind power generator technology in several wind farms utilizing short-term forecast have been commenced.
I-(3) Development of mitigation technologies for output fluctuations using storage energy:
Use cases of wind power control with energy storage technologies have been summarized by studying needs of grid operators and wind power generation operators. Energy storage technologies covered in this project will include compressed air energy storage (CAES), power to heat by combined heat pumps and biogas generation technologies, and batteries. Preliminary models of those energy storage devices were developed.
Prior to construction of demonstration plants beginning from FY 2015, detailed plant specifications were determined.

R&D Item (II): Network operation simulation with forecast technology
II-(1) R&D on the supply and demand simulation system:
In order to deal with the issues of bulk introduction of the renewables energy source (RES), as a theoretical basic study, by optimizing the operation planning of pumped storage generators and battery systems taking the variables such as PV and wind power output forecast into consideration, a basic approach for maximum usage of RES has been studied.
Requirements for the simulation system in eastern Japan (e.g. forecast of variables and technical constraints of generators) have been summarized, and a first draft of logic maps for the simulation system and analytical tools with bulk RES integration has been prepared.
II-(2) Field demonstration:
Draft test items to demonstrate countermeasures at minimum cost in terms of “forecast”, “control and mitigation” and “operation” as well as combined control system have been reviewed. Basic specification of the forecast information for renewables has been reviewed. Characteristics of existing generators have been also reviewed and specification for the measurement systems has been fixed.
Through frequency analysis simulation, system configuration and specification of equipment and installation location have been reviewed, and installation of PV and battery system has been commenced.
