Based on what the New Energy and Industrial Technology Development Organization (NEDO) has accomplished in the past, JARI prepared drafts and comments after due deliberation of the policy elements of ISO/TC22/SC21/WG1 and of the SAE FCV Safety WG regarding the safety regulations for FCV and the safety of FCV in terms of hydrogen and electricity respectively, paying close attention to the post-accident management safety based on SAE J2990.

2. Safety evaluation for fuel-cell vehicles
2) Study on accident correspondence and the discarding process of HFCV
(a) accident handling of hydrogen trailer-
Accident post-processing technique that was developed in this project has been verified. In addition, this study was examined the residual strength of burned tanks.
(b) Residual strength of the tank exposed by localized fire
In this study, the residual strength of cooling tank after heating and during heating tank is exposed by localized fire (flame temperature of about 600 ℃) were investigated.
(c) Activating determination method of the TPRD
In this study, to determine the activation of the TPRD, the method of detecting using hydrogen sensor near the gas vent opening of TPRD were examined.
(d) Residual strength of tank with a scratch after collision
This study was examined the relationship of damage and the residual strength of the tank due to collision accident.
(e) Degassing method of container -Degassed by drilling of CFRP tanks-
This study-was developed a method to-pull out the-degassing-from the CFRP tank-in-the worst case-the valves-(stop valve, emergency release valve and TPRD,etc ) does not work by fire or collision accident.
(f) safe access method to a FCV by hearing
The characteristics of the hydrogen leak sound were evaluated to advance the standardization of a safe correspondence method after the accident of FCV. This study was conducted to understand whether the sound of hydrogen leaking can be detected in the presence of traffic noise of 74dB.
(g) Examination of degassing method for container
In this study, risks of hydrogen gas in the container is ignited by removing the mouthpiece of the container in the scrap of the work has been evaluated.
(h)Examination of vacuuming technique of waste hydrogen container
This study, vacuuming of container is carried out,the relationship between vacuum and hydrogen concentration was conducted.
(3) Safety data acquisition of Fuel Cell motorcycle
 In order to promote the FC motorcycle market, in order to conduct Road Vehicles Act and the development of safety standards relating to the fuel cell motorcycle in the High Pressure Gas Safety Law, maintenance and standard maintenance of high-pressure hydrogen container and container accessories of type approval system , in cooperation with industry, and has developed a test plan in order to implement this project.
