英文要約Title:Project Formation Research / Feasibility Study for Implementation of High Efficiency and Environmentally-compliant Ultra Supercritical Coal-fired Power Plant for Low Rank Coal in Indonesia (FY2014-FY2015), FY2014 Annual Report

(1) Target of the Study has been upgraded : As a result of discussions with our counterparts, PT PLN (“PLN”) and PT Indonesia Power, the Study Team has decided to carry out this feasibility study on the basis that proposed power generation equipment contains two units of 1000MW ultra supercritical pressure steam-power generation plants. As a result of the site study, it is impossible to utilize the existing coal yard for the new plants(1000MW×2units). As a result of discussions with our counterparts, PLN and the Study Team decided that the capacity of new coal yard is 15days coal storage and no reclamation is required. (2) An umbrella Emergency Power Development Promotion Plan (35GW) for 2015-2019 has been formulated according to the economic growth forecast. During the Study, detailed interviews were conducted with the national organizations, and the following situations have been observed. 1. The 35GW Plan excludes any on-going project and covers projects in the pipeline and potential projects indicates a possibility that the expected new construction of the plant may be incorporated into the Plan. 2. Yen Loan may be emerging as one of the preferred financing options for power development projects. This is expected to enhance the competitiveness of Japanese players with Japanese technologies. 3. To realize the plan, several organizations such as PLN led the new division to handle IPP procurement and monitoring process. (3) A coal resources study for power development has been conducted in parallel with the Study to enhance the outcome of the Study. This study details the potential fuel supplying mines in South Sumatra and South Kalimantan. Assessment of coals produced by these mines to the new power plant was made in consideration of the foregoing details of the mines such as reserves and coal specification, etc. as well as of the existing data and information for comparison. (4) To confirm current condition of 500kV system in Banten-area, Indonesia, site reconnaissance and power flow calculation were carried out. This site reconnaissance made it clear that new additional power units will be able to feed the power to 500kV trunk system if transmission development plan issued by PLN will be implemented smoothly. The same reconnaissance shed light on the necessity of measures against some relevant issues, such as short circuit capacity of Suralaya substation’s facilities.
