英文要約Title: International Projects for Increasing the Efficient Use of Energy / Project Formation Research on High-Efficiency Clean Coal Technology / Investigation to develop a high-efficiency solution business by the optimal integration of Lignite Upgrading and Mine-Mouth Power Generation for accelerating utilization of lignite in Indonesia

In this study, we constructed a high-efficiency lignite utilization process by the optimized integration of lignite mine-mouth power generation and upgrading which is also promoted by the Indonesian Government as the most important standpoints for its policy. We also investigated the items below with an aim of contributing the energy security by stable supply of upgraded lignite to Japanese coal market as well as enhancing the export competitiveness by differentiation owing to the process integration from the viewpoint of plant exportation:
Development Item 1: Survey of Business Environment and Related Policies
We have surveyed policy on energy and resources of the Indonesian Government, and business strategy of PLN and lignite mine owners and further investigated possibility of this integrated business model and challenges for realization of this business. Based on this survey, we have analyzed mid-long term outlook for demand and supply of coal and utilization of lignite in Indonesia.
(1)Survey on LRC (low rank coal) policy and resource
We have surveyed mid-long term strategy for energy and resources by the Indonesian Government and mid-long term development plan for lignite mine and business strategy.
(2)Survey on electric power industry
We have surveyed LRC utilization plan by PLN and mid-long term plan for power generation and grid construction by PLN.
(3)Investigation of business scheme
Based on the above survey, we have investigated mid-long term business scheme for accelerating utilization of LRC in Indonesia.
Development Item 2: EPC Plan for this Integrated System
Based on the result of site survey, we have decided plant site, design conditions for the plant. We have decided plant specifications of this business model as power generation: 150MW, coal upgrading: 0.5Mt/y, and conducted the following investigations bearing in mind of process unit consisting this integrated system:
- Capacity of main equipment and plant construction at mine site
- Business scheme by Indonesian partner
- Impact on business viability by plant capacity
- General versatility of this business model in Indonesia
We have conducted element tests for the lignite sample of our partner, necessary for process optimization and process design. Based on the result of these sample tests, we have optimized process design and integrated system.
Based on the above results, we have decided plan for EPC and O&M and calculated CAPEX and OPEX.
We have calculated reduction of CO2 emissions, based on our assumption to apply to JCM and investigated adequateness of this calculation through hearing from the relevant Indonesian authority.
Development Item 3: Evaluation of Business Viability and Investment Environment/Influence Effect
Based on the results of development items 1 and 2, we have decided base case model conditions and investigated calculation method.
