The objective of this project is to develop and demonstrate the economically efficient and eco-friendly recycling system in East Kalimantan, Indonesia. This system can produce fuel oil (light oil and heavy oil) from waste lubricant oils such as waste engine oil, waste hydraulic oil and mold lubricant from waste transformer oil.

2. Project overview
In FY 2014, our achievements were as follows:

(1) Design and development of the recycling plant matched to local needs
In order to obtain good quality recycled oils, we investigated the condition of vacuum distillation and the condition of filtration by filter press by considering the characteristics of local waste oils, which contain various impurities such as water, iron and salt. We designed the plant which works well under the above conditions, and determined utility capacity based on the specifications which already had been successfully used in Japan.
(2) Study on the optimum commercial distribution 1
Our interviews with waste oil collecting companies in Samarinda contributed to grasping the amount, the price, the quality and the collecting process of the waste oils collected there. Regarding the sales of the recycled fuel oils, we found that not only large consumers such as electric power plants but also those such as hotels, hospitals and shopping malls which use generators are potential customers. The collection of waste transformer oil, which is used as raw material for mold lubricant, we researched the emission situation of various factories and found the usage is different from that in Japan and the amount of waste transformer oil is not so large.
(3) Study on the optimum commercial distribution 2
We gathered the information on the local quality standards of fuel oils and quality requirements from potential customers. The types of fuels used by electric power plants, which we expect to be as large consumers, are High Speed Diesel (HSD), Industrial Fuel Oil (IFO), and Marine Fuel Oil (MFO).
(4) Study on the pre-treatment method for local characteristic waste oils
We investigated the pre-treatment method for removing water efficiently from local waste oils with high water content (above 30%) which is sometimes emulsified, in order to use in the recycling plant. Based on the literature reviews, we chose the combination method of the addition of demulsifier and the centrifugal separation because it enables us to remove water content to below 5% without damaging the oils, and it is applicable to the recycling plant from the view points of processing capability, cost efficiency and technique.
(5) Study on the reforming method from heavy oil to light oil
As light oil is more valuable than heavy oil as fuel oil, we are investigating a process to convert heavy oil to light oil in order to obtain as much light oil as possible. Based on the literature reviews, we adopted the thermal cracking method and the catalytic cracking method, and finished preparing the experiment equipment.
