1. Development of low cost floating unit for observation on wind profile
Four steel pontoons are connected as the floating unit because they are available in many ports and economical in marine construction.
After the connection of pontoons, the mooring system, hand rails and rack on the lidar are installed for the floating units.
The top of the rack is 0.5m above the top slab of the pontoons in order to avoid wave action on the lidar.
The position of the floating unit is controlled by the mooring system and is detected by the Global Positioning System,
because there are navigation routes and anchorage areas around it.

2. Development of wind profile observation system and complementary method for missing data
The wind profile observation system, consisting of not only the doppler lidar with inclination compensation but also measurements for motion of the floating unit and waves started one year data recording in July 2014 in Nosiro Port.
The observed data by the lidar on the floating unit and the tower on the breakwater are compared and the reliability of the lidar is evaluated.
The comparison shows that the wind velocity derived from the lidar is slightly smaller than that of the tower, but high correlation between them has been confirmed.
Complete wind profile has been obtained by the numerical simulation with meteorological models to impute missing data of the lidar.
As the above simulation includes many physical parameters, the case study has been conducted with the typical pressure pattern in 2014.
The optimization of the main parameters such as relative roughness of offshore and onshore, boundary layers and clouds can provide reasonable reproducibility of the wind observation data.
