This project is behind schedule due to two factors on the Chinese side, namely a change
in the membership of the responsible organization and a delay in the establishment of
their joint venture. The Chinese Design Institute completed the feasibility study in
February, 2012, which revealed that there were several issues relating to the economy of
the plant. At present, these issues are the subject of discussions between the Chinese
Design Institute and the members of the future responsible organization, but they have
not been disclosed to the Japanese side.
The activities performed by the Japanese side in fiscal 2011 are summarized below.

1.Site investigation
Equipment vendors in China were investigated for the local fabrication of the main
equipment for this project. Vendors candidate for the main equipment were selected
through an investigation of Chinese vendors’ technical capabilities, delivery records,
etc. and an evaluation of their roughly estimated costs. The construction site area
is small, and this makes the plant layout difficult. For this reason, an investigation
was made to study the possibility of the passageway running around the
construction site being used as a common area for the construction site and the
sewage treatment plant site. Sewage sludge was analyzed for the purpose of
combustion calculations and determining the waste gas treatment process. As a
result of the analysis, it was revealed that the waste gas treatment would be affected
by the high sulfur content of the sludge.

2.MOU/ID
The ID was discussed between the Japanese side and the members of the future
responsible organization on the Chinese side, and an agreement was reached on the
whole. The establishment of the joint venture by the responsible organization on
the Chinese side is very important to the signing of the MOU and ID. Therefore,
their intention to establish a joint venture is being confirmed at present.

3.Basic design
A contract for an engineering package including incinerator design was concluded
with an incinerator manufacturer, and the basic design of the entire plant was
discussed with the Chinese Design Institute.
The following points were determined through meetings with the Chinese Design
Institute and the vendor for the waste gas treatment system:
1)Feed biomass will use general biomass ranging from rice straw to scrap wood.
2)The start-up fuel for existing facilities around the construction site will be
changed from petroleum fuel to natural gas.
3)Waste gas will be treated using the semi-dry desulfurization process.

4.Detailed design
Detailed design of instrumentation was discussed with the Chinese Design Institute,
and it was agreed that the detailed design would be carried out by the Chinese
Design Institute.

5.Equipment fabrication
Rough estimates of costs for the main equipment were obtained, and vendors
candidate for the main equipment were selected.
Requisitions for the main equipment were prepared.
An investigation was made on the procedure for foreign currency remittances to Chinese vendors.
