Despite extensive potentials the floating offshore wind power technologies have in bodies of water of Japan, US and Europe, the technologies have not much spread due to high construction and O&M costs. Therefore, by drastically reducing these costs, rapid diffusion of the technologies could be expected.
In addition, these technologies have not yet been in practical use in foreign countries and thus by increasing technological and price competitiveness through this research and development, there is a sufficient possibility for Japan’s floating offshore wind power system to capture a share of the global big market.
Especially in Japan, where there is not much shallow waters and many areas exist with geographical features at the bottom of the sea that deepen sharply, it is critical to conduct a research and development of floating type offshore wind power technologies that are applicable to deeper water than the bottom-mounted types (applicable up to 50 meter water depth) in order to expedite offshore wind power implementations. Demonstration projects of the floating offshore wind power technologies in deeper water have already been carried out under Ministry of Economy, Trade and Industry and Ministry of the Environment at offshores of Fukushima and Nagasaki. However, the floating offshore wind power technologies that are applicable to extremely challenging water depth of 50-100 meter areas have not been established.
The objectives of this project is to develop a low-cost and environmentally friendly next generation floating offshore wind power system targeted to areas of water depth 50-100 meters and to achieve outcomes that contribute to strengthening international competitiveness.
Following items have been conducted in fiscal year 2014:
・Pre-consultations and start selection of candidate waters
・Study of the grid connections at candidate waters
・Review of the general designing conditions corresponding to the weather/maritime meteorology of the candidate waters. 
・Preparation for the seafloor study
・Consultation of the basic designs of the floating offshore wind power equipment
・Discussion of the installation and construction plan outline
・Preparation of the Environmental Impact Assessment
