1) The Competent Authorities governing waste management and control
In accordance with the rapid increase of economy and population in Thailand, amounts of municipal waste are also increasing, notably in the capital city of Bangkok where commercial activities and population are heavily concentrated. In Bangkok, the metropolitan administration is keeping updating the policy in which they setup a numerical target for reducing the amount of waste in cooperation with the community, commercial businesses and waste-management companies etc. In this basic research project, Finetech Co., Ltd.(FT) will focus on organic waste in the category of municipal waste which is discharged from households, food-courts of commercial complexes and agriculture fields. Knowing that the organic waste account for over 65% of municipal waste, FT had base-lining researches to clarify and understand governmental entities which supervise waste control & management in the first place.
In cooperation with Prime Road Capital Co., Ltd. which is our partnering company for this research project in Thailand, FT collected wide range of information on which government entity supervise which area of waste- handling from point to point in the value-chain-processes of waste management. Also, FT received many supports from the Y-PORT Center which is organized by the international bureau of Yokohama City Government that has a partnership agreement with Bangkok Metropolitan Administration for deepening and developing bilateral relationships. FT is one of key-member-companies in the Y-PORT CENTER and will receive support, advice and guidance from the Yokohama City Government from time to time during this research project.
In Thailand, several governmental entities supervise and control waste management, which is considered to be complicated structure judging from appearances. In order to figure out this complicated structure, FT organized information with following points;
a) Government body which supervise overall policy for waste control.
b) Government body which supervise municipal waste control.
c) Government body which supervise enhancement of waste-to-energy.
In addition to the complexity of structure for governing the waste management, there is wide range of governing laws that control waste management from process to process and area to area. Among the governing laws in Thailand, FT recognized that the basic law which we should study in the first place is the public health act. that controls municipal waste management, including organic waste. FT also recognized that we should study the factory law which control industrial waste from the point of discharging to the point of final treatment. (The organic waste from the food factory which we cover up in the research is controlled under this law.) FT will, additionally, study The Enhancement and Conservation of National Environmental Act. and Cleanliness and Orderliness of the Country Act.
