We conducted a feasibility study of a medium to small scale, wood based biomass cogeneration system utilizing a biomass boiler and an ORC (Organic Rankine Cycle) unit in Spa Resort “Aqua Ignis Taki”, planned to open in Taki town, Mie Prefecture.
We evaluated the ORC system in terms of economy, technology and society of this region based on researches on laws and regulations, costs, means of collecting wood materials and energy demand. We also examined the competitiveness of the ORC system compared with other similar technologies in Japan and discussed issues and solutions on a self-sustained operation of the ORC system at the time of disaster.

1) Collecting wood materials
We investigated the circumstances of wood and other biomass distribution around Taki town and estimated the amount of wood biomass that can be collected.
We agreed procurement of poultry litter, lumber remnants, bark and pruned branches with stakeholders. We also studied current situations of these resources and identified potential issues.

2) Energy conversion technology
We developed a master plan and a basic design of the ORC unit and the thermal oil boiler by investigating the scope of Japanese Electricity Business Act, the compatibility to technical criterion and the responses to Fire Service Law.
In addition, we estimated the amount of incineration ash and investigated the way of utilization and treatment of the ash.

3) Use of energy
We analyzed thermal demand on a seasonal, day of week and hourly basis by using data of bathtub size of spas, the number of potential customers, water source temperature and climate. We examined patterns of thermal energy supply systems including a combination of heat storage tanks and backup boilers on the ORC system. We also examined patterns of power supply systems by considering legal requirements and conditions for the connection to power lines and specific power supply. We identified technical issues and solutions on a self-sustained operation of the ORC system in case of the generation facility separate from the power lines.

4) Feasibility study toward the verification project
We studied several cases with different scales of the ORC unit and different conditions of thermal supply and conducted an economical evaluation based on the single-year balance of income and expenditure and the payout time.
We developed a business plan by creating a financial model containing a balance sheet, a profit and loss statement and a cash flow statement and conducted a cash flow analysis based on the financial index such as IRR of the project.
We discussed the procurement scheme, the organizational structure of construction, operation and maintenance of facilities, electric and thermal power selling and the business scheme.
We developed a business plan from preparation to start of operation of the plant.
