It has been held coal price stability because the coal resources are evenly distributed around the world, as one of predominant sources of energy. On the other side unstable resource supply derived from a large amount of high-rank coal consumption in foreign coal producing countries is concerned. We are under press to use low-rank coals and develop utilization technology, including apparatus for measurement of propensity of spontaneous self-heating of coals and quantitative evaluation method and criteria on reactivity of coal. After that the evaluation method prevails internally first and the accuracy improves. By bibliographic surveys, a process of coal oxidation can be explained as radical chain reactions and inherent water may act as a promoting or inhibiting agents during the coal oxidation. This means the variety of moisture contents of coals only provides many kinds of mathematical plot between thermal fluctuations and temperatures, making difficulty to evaluate the coal property. As well as the reaction of coal and oxygen, reactive pyrites consume oxygen with exothermal reaction and provide accelerating effect to self-heating. Referring to the adiabatic testing procedure (R70) , some preliminary experiments by TG-DTA on preparation of moisture content of bituminous and sub-bituminous coals with vacuum drying at 80℃ implemented. We confirmed the exothermal reaction of moist coal by heating gradually from room temperature to around 40℃ under the oxygen flow. Previous reports said that the R70 has been used as a standard method in the Instinct Spontaneous Combustion Propensity classification (ISCP) in Australia and New Zealand. The past published literatures also suggested that the way to modify the present configuration of the experimental setup, choose test conditions and plan the schedule for experimentation for observing the process from water vaporization to coal oxidation. Additionally, monitoring CO while measurements and purging the air by nitrogen were considered and takin into consideration for the plan of the modification of the experimental apparatus for the purpose of ensuring the security. In order to prevail the apparatus and methods developed without infringing on patents, we investigate patent database with key words; "self-heating rate", "adiabatic condition","R70" and others. In order to comprehend problems at the site, we interviewed engineers belong to either Misumi Power Station or Shin-Onoda Power Station. In these power stations bituminous coal is either stored in silos or piled at roofed yard. No serious problems have occurred in these stations so far. However, when installation of sub-bituminous coal begins, the spontaneous coal self-heating is concerned and it requires more strict management and brief measurement. The committee, which is consist of engineers from electric power companies and a steel company as users of a large amount of coals, was established in this March to advice to this project activities.
