The objectives of this project are the development of highly-efficient PEM (polymer electrolyte membrane) water electrolyzer and hydrogen production system to utilize fluctuating renewable energy such as solar power and wind power. Toray Industries has been investigating the economic feasibility of the power-to-gas system for utilization of renewable energy sources in cooperation with Kobelco Eco-Solutions and Toray Engineering.
From the economic feasibility study we found that;,
1) Efficiency of PEM electrolyzer could be enhanced by utilizing Toray’s thinner HC membrane technology with keeping lower H2 crossover than PFSA reference. Highly-efficient PEM electrolyzer could achieve more than 5 times higher H2 output than METI target of alkaline electrolyzer. Initial cost of PEM electrolyzer could be reduced in comparison with alkaline electrolyzer owing to overload operation.
2) MW-scale polymer electrolyte hydrogen production system, which could utilize surplus renewable energy, would be potentially in an advantageous position for power-to-gas system because constructing renewable energy power plant only for polymer electrolyte hydrogen production system is not cost-effective. Toray Industries proposed the demonstration project including MW-scale polymer electrolyte hydrogen production at local government’s solar energy plant and H2 utilization at local government’s facilities (such as pool and hot spring).
3) Both system cost and stack durability have significant impacts on economics of the power-to-gas system. The target of system cost of \100M and stack durability of 10 years was estimated to realize the affordable power-to-gas system. 
Toray Industries has been developing highly-efficient PEM water electrolyzer in cooperation with Kobelco Eco-Solutions, and succeeded in the development of the HC membrane (Toray membrane 27) which shows higher efficiency (1.63V) than PFSA reference membrane (Nafion117, 1.85V). Therefore, Toray membrane 27 accomplished the FY2015 target.
