Dhaka is the capital of Bangladesh with a population of 12 million. Since 2011, Dhaka has had two administration wards controlled by Dhaka North City Corporation (DNCC) and Dhaka South City Corporation (DSCC). Under Dhaka waste collection system, wastes generated in house are carried by inhabitants from each house to the nearest dust bin or container, and collected and transported by officials of DNCC or DSCC from dust bins to the landfill. Informal sector plays a large role to recycle e-wastes. Due to lack of knowledge of treating hazardous materials, treatment process in informal sector occurs social issues on environmental degradation and occupational health and safety. Laws and rules related to waste management and treatment are listed below: 1 The Bangladesh Environment Conservation Act 1995, 2 The Environment Conservation rules, 1997, 3 Bio-medical waste management Rule, 2008, 4 Local Government (City Corporation) Act, 2009, 5 Dhaka City Building (Construction, Development, Preservation and Removal) Code, 2008, 6 Bangladesh National Building Code, 1993, 7 Building Construction rules, 1996. We selected and have been doing research on one of economic zones as a site proposed for implementation and demonstration. Bangladesh government has a tax exemption for foreign investment on economic zones such as 100% exemption of corporate income tax for three years since establishment. Suppose central and local governments, business partners, e-waste generators, competitors, communities around a site, future employees and local media are stakeholders, we will consider business risks in detail. There are three companies that obtained recycling business license so far. AZIZU Trading Co. Ltd, which is the largest among them. They obtained the first license from Department of Environment in December 2013 and has advantage in collection from the informal sector. E-wastes generated in Dhaka are mostly collected, dismantled, sorted and traded in the informal sector. E-waste collectors are organized. There are a lot of problems in productivity and safety in work place. We conducted literature research on business expenses assumed, which will be used in business plan and in analysis of bottom line. DNCC and DSCC has not had rules on proper treatment of industrial wastes and a system to obtain basic information on material flows.
