1. The details, results, etc. of research and development
1.1. “The research and development for standardization, including common
specification for flight data”
We have conducted the actions specified below in the anticipation of a
future global standardization and with the purpose of examining the
specification of the flight data that should be registered. Those include
the investigation of the requirement specifications based on the field work
done by Blue Innovation, records and details of flight data needed for
accident analysis and the acquisition of recorded history from ground based
systems.
(1) Investigation of the common specification of flight data
a) Research of the specifications of data that can be obtained from the flight
recorders of manned and unmanned aircraft
(i) Research regarding the data that can be obtained from the flight recorders
installed on manned aircraft
The research investigated the specifications and registered parameters of Flight
Data Recorders (FDR) for manned aircraft (fixed-wing aircraft, rotary-wing craft)
by using the publication containing the flight data standards decided upon by
International Civil Aviation Organization (ICAO).
(ii) Research regarding the data that can be obtained from the flight recorders
installed on unmanned aircraft
We have performed the investigation and comparison of the registered data and
its contents together with the selection of sensors and flight controllers that
are installed on existing unmanned aircraft and possess the flight data recorder
capabilities, We have examined six different models of flight data recorders and
by checking them against the parameters being registered by flight data recorders
of manned aircraft, we have investigated such elements as whether an individual
parameter is being registered by a specified recorder, the number of recorded
items and their specifications.
(iii) Research regarding the specification of data that can be obtained from the
ground control stations of unmanned aircraft
We have performed the investigation and comparison of the registered data and
its contents together with the selection of application and software used with
existing unmanned aircraft that are called ground control stations and possess
the capability to communicate with unmanned aircraft, send commands and display
or record data. We have selected eighteen models of ground control stations,
divided them into “display” and “record” groups and by checking them against the
items being registered by flight data recorders of manned aircraft, we have
investigated such elements as whether an individual parameter is being registered
by a specific recorder, the number of recorded parameters and their specifications.
There were 105 parameters in total and they were organized by comparing them with
the parameters recorded in the logs of manned aircraft’s FDRs.

1.2. “The research and development of an accident analysis system for unmanned
aircraft”
(1) With the purpose of collecting data used for analysis and sorting of
accident causes, we have conducted a survey asking unmanned aircraft users
and manufacturers about the details of the situation at the time a past
unmanned aircraft accident has occurred and whether they possess the
relevant flight logs. After the survey, we organized the submitted answers.
The survey has been conducted among the members of Japan UAS Industrial
Development Association (JUIDA). The questionnaire was conducted for a
week between 31st January (Tuesday) and 7th February (Tuesday) and provided
twelve valid answers.
