Development of Rational Design Approach Taking into Account the Wind-Resistance Safety and Electrical Shock Prevention in a Flood Disaster

Object:Rapid penetration of photovoltaics (PV) driven by Feed-in Tariff programs is posing challenges of PV system accidents due to natural disasters such as typhoon and heavy rain. Thus, the purpose of this study has been to develop guidelines necessary for securing structural safety during strong winds and preventing electric shock at the time of a flood disaster.

Results:This study is scheduled to be conducted for two years (FY2016-FY2017). The following two items were carried out in the first fiscal year.

1. Development of guidelines on structural safety of PV systems in strong winds
With an objective of deterring inappropriate design and construction of PV systems which may lead to accidents such as falling off or scattering of panels and damage to the frames due to strong winds, design guidelines for structural safety of PV systems have been developed based on existing Codes, etc. Also, a survey on possible improvements and possible utilization of guidelines was conducted through interviews with intended users of the guidelines.

2. Development of experiment plan for quantifying the risk of electrical shock by PV systems in a flood disaster
Based on interviews with experts, the risk of electrical shock by PV systems in the rain-induced flood has been studied. In addition, an experimental plan to concretely measure electric leakage was developed using equipment that reproduces a PV system in a flood disaster situation.
