On October 5, 2016, the United Nations Framework Convention on Climate Change (UNFCCC) announced that the Paris Agreement will come into force on November 4, 2016, after more than 55 Parties accounting for at least 55 percent of global greenhouse gas emissions ratified the Agreement and deposited their instruments of ratification with the Secretary-General of the United Nations. The Paris Agreement was adopted at the 21st Session of the Conference of the Parties to UNFCCC (COP21) in December 2015 and aims to hold the increase in the global average temperature to well below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels.

As a result of this significant progress, the forthcoming COP22 to be held in Marrakech, Morocco from November 7-18, 2016, provides a timely opportunity for the Parties to discuss and develop rules and action plans toward carrying out clear and specific actions for climate change mitigation and adaptation.

In Article 6 of the Paris Agreement, voluntary cooperation in the implementation of nationally determined contributions (NDC) of Parties was recognized, and conditions of use of internationally transferred mitigation outcomes to achieve NDC were determined. This in effect greatly encourages continued use of the Joint Crediting Mechanism (JCM) that has been advocated by the Japanese government. Through JCM, low-carbon and high-efficiency technologies, products, systems, services, and infrastructure are introduced to JCM partner countries as one of Japan's contributions to mitigate global warming. As of November X, 2016, the Japanese government had signed bilateral documents with the following 16 JCM partner countries:

Mongolia, People's Republic of Bangladesh, Federal Democratic Republic of Ethiopia, Republic of Kenya, Republic of Maldives, Socialist Republic of Viet Nam, Lao People's Democratic Republic, Republic of Indonesia, Republic of Costa Rica, Republic of Palau, Kingdom of Cambodia, United Mexican States, Republic of Chile, Kingdom of Saudi Arabia, Republic of the Union of Myanmar and Kingdom of Thailand.

Feasibility studies for the exploration of JCM demonstration projects have also been implemented in countries without signed bilateral documents.

As one of Japan's facilitators of JCM, NEDO has carried out feasibility studies since FY2011 and demonstration projects since FY2013. NEDO's aim is to contribute to the UNFCC objective of reducing greenhouse gas emissions by disseminating low-carbon technologies developed in Japan.
