英文要約Title : Project to Experiment a Local Biomass Energy Utilization System - "Demonstration Experiment Project for Combined-Type Social System for Local Production and Local Consumption of Forest Biomass Energy" Featuring Entire Yamaguchi Prefecture (FY 2005 - FY 2009) FY 2008 Annual Report
Since the formulation of the "Yamaguchi Forest Biomass Energy Plan" in FY 2001, the Government of Yamaguchi Prefecture has been promoting the practice of energy utilization combining gasification cogeneration, the use of heat from a wood pellet boiler and multi-fuel combustion at a coal-fired thermal power station along with the technological development and demonstration of a low cost collection and transportation system to supply forest biomass to the three systems. The principal objective is to establish and extend a combined-type social system of the local production and local consumption of forest biomass energy while ensuring the practicality and economy of such a system through a demonstration experiment based on the achievements so far. The demonstration test intends to prove the technical and economic viability of the system which supplies 15,000 tons of forest biomass a year and consumes energy equivalent to 3,300 kl of oil a year. As the project aims at establishing a combined-type forest biomass energy utilization system which is consistent from the upstream to the downstream in a certain geographical area, a consortium of various stakeholders, including industrial associations, local public bodies and private enterprises, is formed to conduct the demonstration experiment. Following such activities up to FY 2006 as (1) the basic design of the overall system, (2) the basic design of individual systems and (3) the development and fabrication of equipment, etc. (low cost collection and transportation system for forest biomass, combined supply system for electricity and heat in a mountain area using a gasification cogeneration system, distributed-type heat utilization system using small pellet boilers and wide area heating and air-conditioning system using a central pellet boiler), the field demonstration experiment commenced in FY 2007, continuously implemented and analyzed the collected data in FY 2008. In FY 2008, the project took aims to develop more economically and technically and enhance the environmental conditions as well by considering the outcomes of the data of field demonstration experiment implemented in FY 2007 and setting the top priority implementation list on each system.
