This article summarizes and reports on the results of verification tests for Fiscal 2008 with the aim of establishing a recycling-oriented society by constructing the local energy production and consumption system through efficient logging, collection, and transportation of woody biomass from the forests of Mogami Township (which has so far been disposed of as thinned wood or waste wood) for energy conversion and supply as thermal energy, and establishing a self-sustaining biomass energy utilization system project. 1. Support for the system using biomass GIS (Geographical Information System) (1) Economic methods and work efficiency were examined regarding the cultivation of wood resources to be converted into energy. In parallel, the quantity of biomass to be produced was estimated. (2) Variance between estimation and actual values was noted to verify the cause, while conducting economic verification of the quantity of biomass actually produced at the site.
2. System for logging, collection, and transporting (1) Because block development of work sites is necessary to contain the cost of woody biomass cultivation, forestry land was grouped for small-area ownership by separating ownership and right of utilization. (2) Biomass cultivation efficiency was improved by establishing new work paths to ensure the maximum quantity cultivated. (3) Investigation on man-hours for each work process 3. Energy conversion system (1) Moisture content remaining in the fuel during winter in areas with heavy snowfall still remains a problem. (2) Combustion with a fuel moisture content of around 100% leads to consumption nearly twice as much, compared to combustion with a fuel moisture content of around 70%.
 4. Energy utilization and end-use (1) Given the estimated heavy oil reduction with the current system (output 550 kw + 700 kw) of about 130,000l a year, because the consumption of heavy oil is expected to be reduced further considering boiler output, further improvements to system management will be necessary. (2) The heat exchange system for room heating in the dual-purpose water cooler and heater for room air conditioning installed with the 700 kw boiler system does not deliver good heat exchange, and it is currently operated with a replacement panel type.
