The standardization of performance test methods and the provision of safety standards are essential for promoting wide use of stationary PEFCs (Polymer Electrolyte Fuel Cells) and introduction of next generation fuel cells, SOFCs (Solid Oxide Fuel Cells) and pure-hydrogen-driven PEFCs.
Hence, aiming the provision of necessary foundation for wide use of stationary fuel cells, JGA (The Japan Gas Association), JIA (Japan Gas Appliances Inspection Association) and JEMA (The Japan Electrical Manufacturers' Association) have started the R&D program for deregulation and standardization of stationary fuel cell systems from May 2005.
The results obtained in FY2008 of this program are summarized below:
1. Standardization of SOFCs:
Real system operation was performed to verify the draft examination methods for the standardization, and the data were utilized to modify the examination method. Thus obtained examination methods were compared with the international standards (IEC/TC105), and an examination draft to harmonize each standard was drawn to offer to the discussion committee for the revision of the international standards.
2. Standardization of pure-hydrogen PEFCs:
Real system operation was completed, and the data were utilized to modify the seven examination method. Thus obtained examination methods were compared with the international standards (IEC/TC105), and an examination draft to harmonize each standard was drawn to offer to the discussion committee for the revision of the international standards.
3. Islanding prevention technology:
Investigating by the software simulation and the proof examination on islanding prevention measures for inverters intended to be fixed to grid-interconnected fuel cell power systems has proceeded. Results of comparison among some cases have been obtained.
4. Studies of safety requirement and installation standards of small stationary fuel cells:
Followed by the primary studies in the previous year, four examination methods were prepared for verifying the installation standards and safety of fuel cells for apartments, namely, (1) temperature escalation by operation in pipe shaft, (2) wind tolerance at high altitude, (3) choking at air inlet and exhaust outlet, and (4) flow back intake of exhaust gas. Verifications using real systems were then conducted.
5. International standardization activities:
The new work item proposal from Japan to IEC/TC105 concerning small PEFC performance test method was approved. Moreover, for documents circulated by IEC/TC105, Japanese opinions were offered to be reflected to the main draft based on the results of deliberations discussed in domestic WGs.
