和文要約以下本編抜粋:1.研究開発内容 (1)事業目的 単独運転検出装置は、太陽光発電システムなどの分散型電源が系統連系を行っている配電線において、地絡や短絡事故等による配電線停止が発生した場合に安全を確保するため、同停止状態を速やかに検出し、同電源を当該配電線から解列させ、配電線への電力供給(逆充電)を停止させることを目的として設置している。しかし、配電線内の発電設備発電出力≒負荷消費電力(有効電力及び無効電力とも平衡)の場合には、配電線停止時の電圧及び周波数の変化量が少ないため受動的単独運転検出方式だけでは原理的に検出が不能であることから、能動的単独運転検出方式を組み合わせることにより、単独運転状態を確実に検出できるシステム構成としている。
英文要約Islanding detection systems would be installed for the safety when the accident occurred in distribution network. However passive islanding detection systems can’t detect islanding when electric power generated by PV is equal to that consumed in distribution network. On the other hand active islanding detection systems can’t detect because of the interfering of active signal when plural islanding detection systems are interconnected. A new islanding detection system which could act without interfering of active signal was developed. However the examination method hasn’t developed so that must apply to protection system for clustered PV systems with complicated consultation. The purpose of this research is to develop the examination method to smooth a procedure about interconnection of plural distributed generations. In this research there are three research and development items. 1st:“Construction of the equipment to research the examination method of plural islanding detection systems are interconnected”, The Simulated equipment of distribution network which was constructed on “Demonstrative research on clustered PV systems” in “Akagi test center of Central Research Institute of Electric Power Industry” would be reused to develop examination method. However the AC resource lacked so BTB was moved to Akagi.2nd:“Development of test method to contribute a certification of plural islanding detection systems”, 2-1:”Establishing the examination method of islanding detection systems when plural PCS are interconnected” The examination was done when 1,5,10,15,20,25,30 PCS which output power was 1kW were interconnected in 5 point which reactive power was balanced to determine the necessary examination number of interconnected PCS and times. The correlation between the number of interconnected PCS and islanding detection times was analyzed. As a result the tendency of “regression line” between the number of interconnected PCS and islanding detection times were about zero when 1,5,10,15,20 PCS were interconnected and examination number of times were 30 in the same condition. However the investigation about the unevenness factor of islanding detection times would be continuing.2-2:” Establishing examination method of unnecessary action when plural PCS are interconnected” It was heard from managers of power network about the alteration of frequency and voltage (emission level) when power network disturbance occurred. The amount to endure voltage dip and phase jump was examined with PCS which were on the market. As a result the examination method of (a provisional plan) was indicated. 3rd:“Discussion about examination method by intelligent persons and managers of power network” Committee was held twice and each of two subcommittees were also held twice in FY2009.
