(1) 実証研究
1) 先進的PV モジュールで構成されるMW 級の大規模PV システムの構築について主に先進的PV モジュールにて構成される大規模PV システムを構築し、系統安定化技術、大容量PCS の開発、PV モジュール評価、環境貢献度評価等に関する研究を行う。
2)高調波抑制対策技術の開発
PCS から発生する高調波の解析及び、高調波抑制対策技術の開発等に関する研究を行う。
3)シミュレーション手法の開発
稚内サイトの実証研究実施者と連携し、大規模PV システムの系統連系におけるシミュレーション手法を検討する。
4)大規模電力供給用太陽光発電導入時の指針となる手引書の作成
稚内サイトの実証研究実施者と連携し、大規模PV システムの構築における一般的な検討策としての活用に資する本実証研究内容を踏まえた導入手引書を作成する。
(2) 実証研究委員会等の開催
本実証研究の迅速かつ適正な遂行を目的として、外部有識者からの意見を採り入れるため、「大規模電力供給用太陽光発電系統安定化等実証研究委員会」を昨年度に引き続き、稚内サイトと連携し開催した。

Items and Results of R&D: 1.1 Construction of a large scale PV Power Generation System consist of advanced PV modules (1) Hokuto-City: a) Provided the place for this project free. b) Explained neighbors, land owners and leaseholders about the land use and the project. (2) NTT-F: a) Controlled the 1st stage PV system (600kW) and obtained various data for this research. b) designed the 2nd stage PV system (1200kW). c) Managed to construct the 2nd stage system. (continuing) d) Controlled the development of the LCPCS(Large Scale PCS), the evaluation of PV modules and systems and a life cycle analysis (LCA). e) improved the constructing method of the array support. f) Monitored the environmental items and assessed. (3) Tokyo University of Agriculture and Technology (reconsigned): a) Evaluated generation features of each PV systems. b) researched influences caused by a difference of system locations by comparing Wakkanai-Site’s data and Hokuto-Site’s data. (4) Tokyo Institute of Technology (reconsigned): a) Collected the data for LCA of large-scale PV system (LSPVS) and surveyed foreign construction conditions. b) Calculated the environmental impact in a life cycle which was added transportation phase and disposal phase. (5) AIST(National Institute of Advanced Industrial Science and Technology) (reconsigned): a) Analyzed fluctuation of PV system and PCS efficiency. b) Measured characteristics of advanced PV modules in lab. (6) Hitachi Ltd. (reconsigned): a) Designed, introduced and tested LSPCS in the factory. b) Researched the methods of suppressing voltage fluctuations and enhancing continuous operability for momentary voltage drops. c) Designed the monitoring system for the 2nd stage system which is going to be added to the monitoring system for the 1st stage system. 1.2 Development of Higher Harmonics Suppression Technology: (1) NTT-F: Controlled the research of the technology of suppressing harmonics from LSPCS. (2) AIST: a) Researched a method to suppress harmonics from LSPCS. b) Obtained harmonics data of the 1st stage system. (3) Hitachi Ltd.: a) Researched the suppression method which is conformable to the guideline for higher harmonics. b) Confirmed on lab test that the developed method can suppress harmonics properly. 1.3 Development of Simulation Method (1) NTT-F: a) Researched existing simulation methods for PV generation. b) Investigated target scope, input and output items of simulation. 1.4 Preparation of Guideline for Introduction of LSPVS (Large Scale PV System): NTT-F: a) Composed documents about a summary of LSPVS, a procedure to install LSPVS and overseas LSPVS examples. b) started to compose information about an evaluation method for environmental impact and a construction work. 2. Committee: The Wakkana-Site project group and the Hokuto-Site project group held the meeting of the Verification Study Committee three times.
