和文要約本実証事業は、南アフリカ共和国(以降南アとする)エテクイニ市(旧名ダーバン市)における、下水再生と従来型の海水淡水化を組み合わせることで省エネ・低環境負荷を実現した本システムの実証を目的とする。具体的には、6,250m3/日の造水量のプラントを建設し、実証運転を行う。将来的にエテクイニ市が希望する商用利用が市民給水であるため、商用利用段階では南アの水質基準(SANS241:South African National Standard, 2011)を満たす必要がある。そこで本実証事業では、生産水質が南ア飲用水基準を満たすこと、意図した省エネ性能とそれに伴うコスト低減を達成すること、海洋放流する排水の塩濃度を海水と同等に低下させることを確認する。以下に実証事業の目標を示す。1.消費電力を従来比約30%削減(運転コスト約20%削減) 2.排水塩分濃度を従来比約50%に削減 3.生産水質を南ア飲用水に準拠 4.建設コストを従来比約15%削減
今年度は、現地調査として実証サイトの土木・海洋関連調査(放流管潜水調査実施)、現地電力供給事情の調査、現地輸送関連制度の確認をおこない、現地準備調査等に関する基本計画の策定のうち環境影響評価(EIA)・水利用ライセンス(WULA)・排水許可(CWDP)の手続きとして、申請、Public Meeting実施(EIA向け)、レポート作成、レポートパブリックレビュー実施、公聴会実施(EIA向け)、関係省庁の審査を行った。
 基本設計、詳細設計のサブユニットとしては、各構成機器の工場組立、出荷、現地搬入、現地保管倉庫の確認、据付工事の仕様検討、据付業者の選定を実施した。
 機械装置等の基本設計、詳細設計として、機械・電気の基本設計完了、機器据付・配管工事および土木・建築工事の発注仕様検討・確定、入札書類作成、機器据付・配管工事及び土木・建築工事の候補企業と面談・入札実施(但し、選定作業継続中)、機械・電気の詳細設計開始、実証設備MBR装置およびUF膜装置の詳細設計を実施した。
 教育、訓練としては、ダーバン市職員向けにWorkshop開催、ダーバン市職員を日本に招待し、テクニカルツアーを実施した。
普及活動としては、2017年10月にヨハネスブルグ市において開催されたIMESA(Institute of Municipal Engineering of Southern Africa)にてパネル展示をおこなった。
英文要約 The objective of the project is demonstrating the Energy Saving Environmental Friendly Desalination Technology to ensure product water quality to suitable for SANS241 , 30% of energy saving and 50% of brine salinity reduction . This technology combines seawater desalination technology and treated sewage water system in eThekwini Municipality (City of Durban) in Republic of South Africa. 6250m3/d demonstration plant will be constructed and operated during the project.
During this fiscal year, we concluded site visit such as civil and oceanographic survey (conducted submersible survey for discharge vessel), local power supply situation survey and checking local transportation situation. We received Environmental Impact Assessment(EIA) with selected EIA consultant after required process such as submission, creation of assessment reports, and received public viewing. With regard to Water use license approval(WULA) and Coastal Water Discharge Permit(CWDP), we concluded required processes and are waiting for the permission. We concluded designing and furnishing Sub-Unit includes assembly, shipment, carry-in, confirmation of local storage warehouse, and selection of installation vendor.
As for basic and detail design for machinery, we concluded basic design for machinery and electricity. We had meetings with candidate vendors for civil and construction works and invited tenders (Under evaluation). We started detail design for machinery and electricity and concluded detail design for MBR unit for demonstration and UF membrane equipment.
In terms of education and training, we conducted workshops for engineers from Durban city and invited some engineers and provided technical tour in Japan.
With regard to promotional activity, we also concluded panel exhibition in IMESA(Institute of Municipal Engineering of Southern Africa) which held in Johannesburg in October 2017.
