Year by year, the energy saving awareness improves in India backed by a drop of the energy self-sufficiency ratio caused by the recent energy rush, and the Law concerning the Rational Use of Energy (PAT scheme) enforced in 2012 year.
Improvement target of the energy consumption rate was set at the first period of PAT scheme for each business establishment and they were required to report the accomplishment situation.
On the other hand, in "the 2nd Japan and India steel meeting in February, 2013 among public and private sectors, "Japanese energy-saving technology including regenerative burners was approved as one of the energy-saving technology that should promote the spread for the steel industry in India.
In India where large growth of the crude steel production is expected, it is anticipated that the mood of the energy conservation promotion by regenerative burners increases through energy saving cooperation activity. It is intended to spread the made-in-Japan regenerative burner system through this demonstration projects.

As an enforcement site of India, Steel Authority of India Limited, Raurkela Steel Plant (herein after called “SAIL RSP”) was selected. SAIL RSP is an iron manufacture maker holding the large reheating furnace for the plate.
The recuperator installed in the slab reheating furnace can preheat a combustion air to a maximum of approximately 500 degrees C, but it is hard to say that enough exhaust heat recovery is carried out.
For the purpose of further energy saving, the 24 sets of burner imposed high combustion load and whose fuel consumption is large will be replaced with 12 pair of regenerative burner.

(1) Design Meeting with SAIL RSP
Meeting with SAIL RSP was held one time and the specification of modified equipment was decided. Although discussion about construction schedule was made, it was not agreed and further discussion at SAIL head office would be needed.
(2) Meeting with SAIL head office and Ministry of Steel about construction schedule and period
Request for 45-day-shut down for construction and request for fixing the construction schedule were made in the discussion.
(3) Design Meeting with AIFL
Discussion with AIFL who is the subcontractor of detail design was made and the detail design of mechanical and electrical was completed.
(4) Completion of detail design
All drawings for manufacturing and construction at site were completed and they were sent to RSP.
(5) Manufactured equipment
Manufacturing of steel manufactured equipment like exhaust duct and air piping, regenerative burner, piping equipment, combustion control system, high pressure panel and motor, and field instrumentation equipment were completed.
