英文要約1. Study on the total available amount and tha cost of wood-based biomass in Victoria, Australia
Australian forestry operations are concentrated in the southeast region of the continent with the largest plantations along the coastal regions in Victoria and New South Wales. Victorian forestry operations are located the Gippsland (and adjacent) regions and south west Victoria in an area known as the ‘green triangle’.
The amount of biomass supply is around 10 million t/y in Victoria State, and sawmills and paper mills are main consumers.
We asked some candidates as biomass-supplier about the transportation cost of wood-based biomass.

2. Study on biomass certification in Japan
New fuel can be used as biomass fuel in Japan if new fuel can get PEFC certification.
Process for the identification of biomass in the new fuel is indispensable to obtain PEFC certification. We investigated methods to quantify mixing ratio of biomass in the new fuel because the identification of biomass ratio is necessary to get certification.

3. Research of prior technologies for the mixing of woody biomass to brown coal
Prior technologies for mixing of woody biomass to brown coal were investigated by hearing survey with some Research Institute, University and Private Company in Victoria State. We found that the concept of this project is almost matching to the current resource situation of brown coal and woody biomass in Australia.

4. Study on the characteristics of woody biomass torrefaction
Basic data of torrefied biomass, such as composition, volatile matter, calorific value and yield was examined to investigate the correlation between conditions of torrefaction and the chemical properties of torrefied biomass. And data of physical properties such as crushability and particle size distribution was acquired.

5. Manufacturing test for the biomass mixed new fuel
Physical properties of the biomass mixed new fuel were examined by manufacturing test in wide range of biomass mixing ratio. We achieved target value of crushing strength.

6. Low temperature oxidation test for the biomass mixed new fuel
Basic data of spontaneous heating of reformed brown coal and torrefied woody biomass was acquired by laboratory test. We have started design of the bench scale low-temperature oxidation test facility.

7. Study of business environment in Australia
(Environmental Assessment)
Demonstration facilities will be assessed as "Research Development and Demonstration" categories under the current Act. But the new act will be enforced in July 2020, and the "Research Development and Demonstration" will be renamed "Development License," and the rules concerning environmental assessment will be revised.
(Infrastructure)
We studied the Port of Hastings and the Port of Geelong as potential export ports with either road or a combination of road and rail way linking the fuel facility to the ports depending on export volume.
At the demonstration and early commercial stages, the preferred port is Geelong with existing capacity and infrastructure. We will continue to study the utilization of Hastings to reduce transportation cost.
In addition to the above, we will continue to study business environment including licensing/approval, partner and business environment. (FY2019)

8. Pre-FEED for the Commercial project and FEED for the Demonstration project
These activities are planned in FY2019.

9. Feasibility study on the business model
We continue to study the cost reduction of new fuel procurement by using forest residues with biomass-supply candidates in Victoria (FY2018-2019).
