In recent years, cyber-attacks have occurred in critical infrastructures such as energy, transportation, and communications and broadcasting. It is necessary to implement cyber-security technology as a countermeasure. However, in order to apply the new cyber-security technology to the operating critical infrastructure, it must be ensured that the technology does not afect the stable operation of the critical infrastructure.
In this research and development, we will develop an evaluation and verification platform technology (common platform technology and verification environment) that enables critical infrastructure operators to apply new cyber-security technology to the infrastructure system, and can easily perform safety verification.
Research and development elements are classified into four research items such as (1) security threat analysis, (2) common platform technology and design of verification environment (common fields), and (3) design and construction of common platform technology and verification environment (energy, transportation field etc.), (4) design and construction of common platform technology and verification environment (communications and broadcasting field). In FY2018, we implemented part of (3) design and construction of common platform technology and verification environment (energy, transportation etc.).
The research contents and results are as follows.
- As part of the risk assessment review, we conducted ongoing surveys on the latest overseas cases and prepared a report.
- As the design, construction and testing of the verification environment, we built a commercial environment for transportation operators in addtion to the four individual verification environments linked the basic environment, the commercial environment 1 of the energy operators, the commercial environment 2 of the energy operators, the information system and the control system, which were established in FY2017. Furthermore, in line with the characteristics of cyber-security technology that critical infrastructure operators newly implement, we restructured these five individual verification environments into multiple network configurations.
- As support for verification work, in a total of five individual verification environments established in FY2017 and FY2018, verification was conducted on cyber-security technology newly implemented by a critical infrastructure operators, and safety was confirmed. In addition, in this verification work, research was also conducted to improve the accuracy of verification by taking into operational information.
