(1) Research and development to realize unattended operation of Hydrogen Refueling Stations
The purpose of this research and development is to establish the draft of technical standard which is necessary to realize unattended operation of Hydrogen Refueling Stations. For that reason, we will carry out two items, one is consideration of legal issues to realize unattended operation and the other is consideration of technical issues to realize unattended operation and planning of safety measures. The following studies were conducted in this fiscal year.
1) Consideration of legal issues to realize unattended operation
1.Organization of problems in domestic laws to realize unattended operation based on investigation of domestic and foreign situations
2.Arrangement of legal issues to realize unattended operation and consideration of countermeasures

2) Consideration of technical issues to realize unattended operation and planning of safety measures
1.Organization of technical issues to realize unattended operation based on inspection of domestic and foreign stations

(2) Research and development of reconsideration of components in Hydrogen Refueling Stations based on reimplementation of risk assessment
The purpose of this research and development is to review equipment components in Hydrogen Refueling Stations based on the reimplementation of the risk assessment. For that reason, a station model based on facility specification of existing stations should be prepared and a new risk assessment method which has become more quantitative and generic by the progress of research of risk assessment should be prepared, then the procedure of risk assessment should be reimplemented towards a new station model. Based on the results of this risk assessment, we will clarify some essential safety measures and establish the draft of technical standards. The following study was conducted in this fiscal year.

1) Preparation of highly quantitative and generic risk assessment method
1.Construction of a framework of risk assessment, that can be applied to various stations
2.Preparation of the list of risk scenarios using HAZOP and FMEA method
2) Preparation of station model based on facility specification of existing stations
1.Investigation of the components of domestic and foreign stations
2.Preparation of detailed station model

(3)Other promotions of regulatory reform that require research and development
The purpose of this research and development is to consider the items that require research and development to achieve a promotion of regulatory reform. First, we will get some legal issues to restore hydrogen at home and small businesses. The following study was conducted this fiscal year.

1.Investigation of existing hydrogen refueling facilities excluding stations
