Project for the Development and Pilot of a Data Sharing System to Realize the Ouranos Ecosystem

March 2, 2026

Project overview

Project period: FY2025 to FY2027, budget: 1.649 billion yen (FY2025)

Currently, supply chains in many industries extend across international borders from upstream to downstream. Ensuring product safety requires the seamless flow of product‑related data throughout the entire supply chain. To achieve this, a reliable mechanism for sharing data across corporations, countries, and industries is essential. Responding to recent developments in Europe—such as strengthened environmental data regulations related to resource circulation and chemical substance information—has also become an urgent priority.

In this project, toward the realization of the Ouranos Ecosystem, the approaches to interoperability with overseas platforms and to ensuring trust will be examined. Along with carrying out the project for development of a dataspace infrastructure and dissemination aimed at its realization, the development and demonstration of data‑linkage systems in the fields of batteries and chemical substance information which have high demand in industry, will be conducted.

Research and Development

(1) Project for Research and Development on Enhancing Common Functions Across Fields

A Project for the Development and Promotion of a Dataspace Infrastructure Contributing to the Ouranos Ecosystem (Entrustment)

The project will develop interoperability functions with overseas platforms and trust frameworks essential for promoting dataspaces, as well as conduct research and surveys to create guidelines for dataspace builders and users. In addition, it will carry out outreach activities to encourage broader adoption of dataspaces.

(2) The Project for Developing and Validating Domain-Specific Systems

B Project for Enhancing the Distribution of Carbon Footprint Data in the Battery Traceability Sector (Subsidy)

Systems essential for advancing the distribution of carbon footprint data in the battery traceability sector will be developed and validated.

C Project for the Development of a Chemical Substance Data Sharing System (Entrustment, Subsidy)

Systems for managing chemical substance data sharing on the supply side of resource circulation will be developed and validated, along with survey for traceability management for the recycling flow.

Survey Activities

D Survey for Data Space Development, Expansion, and Project Management Office Operations (Entrustment)

To advance and strengthen the Ouranos Ecosystem, market‑size survey and scenario analyses will be conducted, approaches to trust will be examined, and project‑management office operations will be carried out.
