Program to Facilitate Overseas Promotion of Low Carbon Technology Through the Joint Crediting Mechanism (JCM)

Project overview

Project period: FY2011 to FY2027, budget: 700 million yen (FY2024)

Japan accounts for approximately 3.1% of the world’s total greenhouse gas emissions (CO2 emissions from energy in 2020). It is important for Japan to take measures both domestically and internationally in order to address global warming. In accordance with the Paris Agreement adopted in December 2015, Japan submitted its Nationally Determined Contribution (NDC) in October 2021, which set a target to reduce greenhouse gas emissions by 46% in FY2030 from FY2013 levels. This included the Joint Crediting Mechanism (JCM) whereby “Japan aims to contribute to international emission reductions and removals at the level of a cumulative total of approximately 100 million tCO2 by FY2030 through public-private collaborations. Japan will appropriately count the acquired credits to achieve its NDC.”

In line with this national policy, NEDO’s Program to Facilitate Overseas Promotion of Low Carbon Technology Through the Joint Crediting Mechanism (JCM) aims to reduce greenhouse gas emissions on a global scale while spreading Japan’s advanced technology. Demonstration projects will be carried out in partner countries using the JCM framework to measure Japan’s contributions to the emission reductions and removals achieved by the projects. This will allow Japan to appropriately obtain JCM credits based on the results.

NEDO will also implement two projects. One is to develop new MRV methodologies that encourage the formation of future projects, and the other is to support the formation of private-sector JCM projects promoted by the Japanese government. Through these endeavors, NEDO will help Japan to achieve its goals under the NDC.

This program is an extension of the Global Warming Mitigation Technology Promotion Project (FY2011–FY2017), the JCM Demonstration and Verification Projects (FY2017), and the Program to Facilitate Private Sector-Led Promotion of Low Carbon Technology Overseas (FY2018–FY2022), which NEDO has been carrying out as part of its global warming countermeasures.
